    • The total revenue of FBOs such as hotels, supermarkets, distributors, and manufacturers exceeds ₹20 crores
    • Vegetable oil refining and production systems by solvent extraction process and plants with a capacity of more than two metric tons a day, including the oil expeller unit
    • Both food production or processing systems geared to export
    • All importers, importing products like agricultural materials or chemicals
    • Various caterers working under the central government or government departments, such as rail and railway, air transport, shipping port, defence, etc
    • Milk or milk products units with daily processing or handling capacity of more than 50,000 litres.
    • The capacity to slaughter and sell over 50 big animals, 150 small animals or over 1000 poultry birds a day.
  • 2. State License

    Food business operators involved in small to medium-sized businesses, accommodation services, transporters, retailers, marketers, publishers, etc., are required to get the FSSAI state license.

    The state government issues the state license, and FBOs must operate in only one state to get a license.

    Eligibility for State License

    • Hotels with 4-star ratings or less
    • Storages of under 50,000 tons a year
    • Daily handling or production limits for dairy units ranging from 500-50000 litres, including milk chilling.
    • FBO likes manufacturers, wholesalers, distributors, food selling outlets or Dhaba restaurants, bars, canteens and restaurants with an annual turnover of ₹12 to ₹20 crores.
    • Proprietary food products
    • Production and distribution of vegetable oil products, including oil pressing systems, by the solvent extraction and refining. With an annual turnover of ₹12 lakhs to ₹20 crores per annum.
  • 3. Basic Registration

    Food business operators involved in small food businesses and small-sized companies, accommodation units, transporters, retailers, marketers, publishers, etc., are required to get the FSSAI Registration issued by the state government. Basic registration is done for the following cases.

    • Dhaba, hotels, restaurants, and storage turnover of less than ₹12 lakh per annum.
    • Retailers whose activities are limited to selling grocery goods
    • Local manufacturers making their goods
    • A stand or grocery shop
    • Companies selling food at a social or religious event rather than a caterer
    • Food-based cottage industry
    • Units of dairy products can generate or process no more than 500 litres per day or up to 2.5 tons of milk solids per year.

The license is place-specific. Thus, only one license or registration is valid for one single premise with several companies interrelated to each other. Therefore, if operations are carried out in the same premises for the production of meat, milk & fruits & vegetables, there must be a different license as these would be carried out in separate portions and companies are not related. However, one license is applicable in the case of fruit & vegetable processing & godown or store along with it since these are connected activities.
