2. State License:

The state government issues the state license, and FBOs must operate in only one state to get a state license.
3. Basic Registration
Food business operators involved in small food businesses and small-sized companies, accommodation units, transporters, retailers, marketers, publishers, etc., are required to get the FSSAI Registration issued by the state government.
Food License Registration Process:
To apply for FSSAI registration or license in Rajasthan, follow the steps mentioned below:
Step 1: Go to the official website of the FSSAI Licensing and Registration System of Rajasthan.
Step 2: Tap on “Apply Now for License/Registration” which is available on the homepage of the portal.
Step 3: On the next page, choose the State for which the license is to be applied from the drop-down list.
Step 4: Now the applicant has to choose the appropriate answer for the “Yes or No” question related to the branch of the company functioning at more than 1 state.
Step 5: Choose all the kinds of businesses, which are located in one place, for which license is to be applied.
Step 6: Check the capacity or turnover to determine the eligibility for that category for each kind of business selected and click on the ‘Proceed’ button.
Step 7: After clicking on the Proceed button, the current page will be redirected to another page, where you have to select the link named "Click here to apply".
Step 8: Now the declaration page will open up, to click the “Accept” button.
Step 9: The application form will be displayed on the screen, fill the form with the necessary details, and upload the documents required.
Step 10: Once the online form submission is over, the applicant has to initiate payment to finish the process.
Step 11: After the successful payment, a reference number will be generated.

Documents required for Food License in Rajasthan
Documents Required for State License:
The applicant has to furnish the necessary documents as follows:
- Applicable recall plan with details on whom the product is being distributed.
- No Objection Certificate (NOC) from the local body or municipality
- Form IX- Appointment of persons by a company along with the resolution of the board meeting.
- Bank account statement
- Food safety management strategy
- FSMS Certificate
- Certificate issued by the Ministry of Tourism.
- Evidence of supporting documentation on turnover or self-declaration on the number of vehicles (For Transporter).
- Declaration form for Delhi and Himachal Pradesh.
Documents required for Central License:
The following documents are to be submitted along with the FSSAI central license application form.
- The applicant must fill out Form B and sign it.
- The processing unit layout represents the dimensions in meters.
- List of all directors/proprietors/partners/ society executive members/trust with complete address and contact details (compulsory for Companies only).
- Details of equipment and machinery, as well as the number, installed capacity and horsepower used (compulsory only for manufacturing and processing units)
- ID proof and address proof of proprietor/partners/directors/authorized signatory issued by the government authority.
- A list of Food types desired to be manufactured.
- Letter of authority with proper name and address of the person designated by the manufacturer and the alternative person representing the powers bestowed on them on assisting the officers in inspections, collection of samples, packaging, and dispatch.
- Water analysis report to be used as a food ingredient from a known laboratory or public health laboratory to verify portability.
- Proof of possession of the land
- Partnership deed/proprietorship self-declaration
- Certificate copy issued under the Coop Act,1861
- NOC and license proof from the manufacturer
- Food safety management system certificate.
