Spices Board (Ministry of Commerce and Industry, Government of India) is the flagship organization for the development and worldwide promotion of Indian spices. The Board is an international link between the Indian exporters and the importers abroad. The Board deals with the registration of Exporters dealing with 52 scheduled spices and cardamom on payment of such fees and production of documents as prescribed below.

RCMC - CRES by Spices Board of India

RCMC means the Registration Cum Membership Certificate issued by the Export Promotion Council or the Commodity Board. Any exporter intending to deal with the restricted goods are mandated to obtain the RCMC registration from the Export Promotion Council or the Commodity Board established in line with the products. The Certificate authenticates that an exporter dealing with a certain product is registered with a certain agency or authority authorised by the Government of India. CRES stands for Certificate of Registration of Exporters of Spices issued by the Spices Board. With effect from June 2016, those who obtained Exporter Registration Certificate need not obtain a separate RCMC for the purpose of availing concession under Foreign Trade Policy.

Who Should Obtain CRES from Spices Board?

Any person who is either a Manufacturer Exporter or a Merchant Exporter of the 52 scheduled spices and Cardamom shall obtain the Certificate of Registration as Exporter of Spices(CRES) from the Spice Board.

How long is the CRES valid?

  • Certificate of Registration as Exporter is issued for a block period of “three years” notified by the Board from time to time.
  • Current block year is “2017 to 2020”.
  • The Certificate should be renewed at the end of every block year

Documents needed for the spice board certificate registration:

  • IE Code from the Director-General/Joint Director General of Foreign Trade office situated in your operation/business area.
  • Confidential Report from your operating Bank as per the format provided with the application form.
  • CGST certificate from the tax authorities
  • In case of registration is required as a Manufacturer exporter, that person needs to get the PAN card as well as an SSI certificate or Certificate from the Industries Department as a manufacturer

Final submission & Issue of Certificate:

  • After the completion of online application, all documents as per the document checklist need to be forwarded to the concerned Regional Office of the Board within 10 days of online filing.
  • Once these documents are received by the Regional Office, further processing will be done by the Regional office.
  • The issue of CRES/mode of dispatch License can be issued in one week of duration on receipt of application and complete documents in the concerned Board’s Office. Original licences are going to be sent by registered speed post.

  • 2 IN 1 purpose in CRES: As per the notification of 2008 April by the authorities, RCMC is not needed after (CRES) issued by the Spices Board because it is treated as Registration-cum-Membership Certificate. With the above procedural simplification, the exporters of spices who have registered with the Spices Board as Exporter of Spices and obtained the Certificate of Registration as Exporter of Spices (CRES) need not apply for RCMC.

Punishment for Trading without CRES

  • Imprisonment upto one year
  • Fine upto one thousand rupees

Compliance of the exporter after CRES:

  • Submission of Quarterly Returns in Form B - Failure to comply is punishable with fine upto Rs. 500/-
  • Submission of Renewal Application not later than two months from the date of expiry - On failure to submit the renewal form, the applicant has to submit fresh application from the beginning
  • Failure to carry any export in the block year amounts to cancellation of the Certificate.
  • Any change in business premise must be attested in the IE Code by the DGFT and the same should be forwarded to the Board along with Certificate for re-issue
