Passport Seva Online Portal - An Overview

A passport is a necessary travel report or document for those who are travelling abroad for a journey, tourism, education, medical attendance, business purposes, and family visits. Through the last few years, the developing economy and growing globalisation have pointed to increased demand for passports and similar services. To service this increased demand, the Ministry of External Affairs (MEA) commenced the Passport Seva Project (PSP).

Passport Seva online portal allows easy, effective, and simple methods for the delivery of passports and relevant services. This scheme forms a nationwide networked environment for government employees and combines with the state police for real confirmation of an applicant's credentials and with India Post for the delivery of passports.

Passport Seva - Advantages

Some passport services benefits are:

Issuing of fresh passports: You can apply for a new passport if applying for the initial time.

Re-issuing or issuing of new passports: You can ask for re-issue of passport if you need another passport issued for any of the following purposes:

  • Change in current personal details.
  • Exhaustion of sheets or pages.
  • Damaged passport.
  • Validity expired more than 3 years ago.
  • Lost passport.

*While utilising the new issuance section, kindly make sure you do not hold a passport under an employed category (i.e., diplomatic passport or official passport) in the past.

For example, if you regularly held an ordinary passport that was deep blue colour before, but never had any diplomatic – maroon colour – or official – white colour – passport, you need to use the “Reissue” section. Furthermore, if you have or held a diplomatic (or official) passport and have never held an ordinary passport, you need to apply for an ordinary passport in the “Fresh” category while choosing the “Reissue” section if applying for a diplomatic (or official) passport.

Miscellaneous or unmatched Service:

  • Issue of Police Clearance Certificate (PCC)
  • Background confirmation for Global Entry Program (GEP): miscellaneous or different passport services to handle vetting of the passport and criminality/police analysis for Indian residents responsible to register for United States Customs and Border Protection (CBP) and GEP.

Requirements of Passport Seva Online

  • All Indian residents or citizens who leave or plan to depart from India are expected to have a genuine passport or driving report.
  • Under the Passports Act, 1967, the government of India may assign various types of travel documents and passports such as diplomatic passport, official passport, ordinary passport, emergency certificate, and certificate of identity for the purpose of a passport.

Documents Required for Passport Seva

Address Proof: Any one of the resulting reports can be provided as a proof of address for application of a fresh passport.

*Please note that the candidates should offer evidence of the current address only even if he or she has been residing there for a brief period. But applicants should confirm all the areas of stay through the previous year (from the time of form filling) in the passport application form. Moreover, all the records are admissible only if they have the right address.

  • Electricity bill
  • Aadhaar card
  • Telephone (landline/ postpaid mobile bill)
  • Water bill
  • Rent agreement
  • Proof of gas connection
  • Passbook of operating bank account with a photograph added. This is valid only from scheduled public sector banks, regional rural banks, and scheduled private sector Indian banks.
  • Wife or husband's passport copy (this must have the last and first page including family information stating the applicant’s name as the spouse of the passport owner. This is provided in a state if the applicant’s existing address meets the address specified in the spouse’s passport)

Date of Birth Proof: Any one of the subsequent documents can be provided as a proof of Date of Birth for application of a fresh passport.

All the papers and documents given as birth proof should hold the applicant's name and his or her date of birth specified. This is valid particularly for election cards, Aadhaar card, PAN card, etc., which may not possess the date of birth recorded clearly in all cases.

  • A birth certificate published by the registrar of births and deaths or from the municipal corporation or any additional designated authority.
  • School, matriculation, or transfer certificate (TC) declared by the school last visited and is approved by an institutional board.
  • E-Aadhaar or Aadhaar card.
  • PAN card declared by the Income Tax Department.
  • Additionally, the driving license which has been assigned by the particular state government’s transport authority or department.
  • EPIC (Election Photo Identity Card) or voter ID Card that has been distributed by the Election Commission of India
  • Life insurance scheme or policy in the candidate’s signature and name.

Mobile Passport or mPassport Seva Application

Riding on the new flow of data announcement, the MEA (Ministry of External Affairs) has produced passport associated services on the mobile for mobile or smartphone users. Users can instantly obtain these services on mobile or smartphones managing mobile app mPassport Seva.

The mPassport Seva is easy, lightweight to use app that implements all the functions as accessible across the Passport Seva portal, such as existing user login, new user registration, pay online, request for passport services, know the location of passport centres, schedule appointment, fee details, contact information, application status, and other common data.

  • The app gives the ability to enrol, pay, apply, and schedule appointments for passport associated services.
  • Further, the app grants knowledge on several steps required to get a passport linked service and where to call in a state of inquiries or concerns.
  • The users can explore for a Passport Seva Kendra (PSK) or District Passport Cell (DPC). Residents residing abroad can find out important data about the posts/missions abroad. For some states and regions, the users can look for police stations as well.
  • Fee Calculator point of the form allows users to find out the necessary fee based on the assistance and method of submission.
  • Document Advisor encourages users to find out the expected reports they require to provide while visiting the passport office for application submission.
  • Users can track the status of their passport requests using the date of birth and file number. For finished passports, the delivery status can also be tracked.

Procedure To Check Appointment Availability At PSK

Here are the steps you need to take to find out if you can make an appointment at a PSK:

  • Step 1: Visit the official portal of Passport Seva at Visit https://portal1.passportindia.gov.in/AppOnlineProject/online/apptAvailStatusGrid
  • Step 2: Choose the passport office you want from the drop-down menu
  • Step 3: Type the captcha code where it says to
  • Step 4: Click the button that says "Check Availability."

How To Apply Fresh Passport In Passport Seva?

Login to Passport Seva

  • Step 1: Go to the Passport Seva official website and locate the 'APPLY' section
  • Step 2: If you are an existing user, log in with your user ID and password
  • Step 3: If this is your first time using the site, you will need to register and create an account. (To register, follow the steps below)
  • Step 4: To register, click the 'Register Now' button.
  • Step 5: Type in your login ID and password. Enter the captcha code and press the 'Register' button.

Choosing the Application Type

After logging in, you will have to choose service:

  • Fresh passport/passport reissue
  • Diplomatic passport/official passport
  • Police Clearance Certificate (PCC)
  • Identity Certificate

Filling the Application Form

The application form can be completed online or offline. Follow the steps below to fill out the application form offline:

  • Step 1: Use the provided link to download the application form in soft copy
  • Step 2: A link to an electronic version of the forms listed below will be displayed. Download the appropriate form for your application type:
  • Fresh/reissue
  • Police Clearance Certificate
  • Diplomatic/Official
  • Identity Certificate
  • Step 3: Complete the application e-form and click the 'Upload e-form' button
  • Step 4: Submit the completed application form

You can also fill out and submit the application online. The process can also be started in stages and completed later. It is recommended that you double-check the form before sending it.

  • Step 5: Schedule, Pay & Book the appointment.

You will be required to pay a fee after completing the form. You can pay the fee online or in person at your nearest Passport Seva office, where you must also submit your application and any other required paperwork. The next step is to schedule an appointment with the nearest Passport Seva Kendra (PSK) or passport office. You can make an appointment using the following methods:

  • Step 1: Go to the 'Applicant Home' page & click on the 'View Saved/Submitted Applications'
  • Step 2: The details of the submitted application form will be displayed. Select the ARN of the form you submitted
  • Step 3: Select 'Pay and Schedule Appointment' from the options presented
  • Step 4: Next, select a payment method from the two options provided: online payment/ challan payment

Note: The online fee for tatkal appointments is the same as the regular passport fee. The remaining balance is due at the PSK on the day of the appointment. Payment can also be made online using a credit card, debit card, net banking, or an SBI Bank challan.

When the fees have been successfully paid, the applicant can "track the payment status " on the website. A follow-up email is also sent.

  • Take the challan to an SBI branch and make the required cash payment. (Note: This can only be done after 3 hours of generating the challan, which is valid for 85 days.)
  • Next, obtain a copy of the challan from the receiving bank
  • The bank requires two days to verify the ARN details on the challan
  • Next, select the mode of payment.

PSK Counters

During your appointment day at the Passport Seva Kendra, follow the procedures outlined below:

  • When you enter the main office, show the passport official your appointment receipt and original documents. He or she will hand out a token
  • You must now walk into three counters: A, B, and C.

How to Apply for Passport Using Mpassport Seva App

The government's recently released mPassport Seva App mobile application has made obtaining a passport much easier. The app developed by the Consular, Passport and Visa (CPV) division and launched by Sushma Swaraj, the External Affairs Minister, on the occasion of Passport Seva Diwas, is expected to streamline the entire process. Along with streamlining the passport application process, the "Passport Application from Anywhere in India" and "Filling Passport Application Forms from Mobile Phones" programmes may make things easier for hundreds of Indian residents planning to perform the Hajj pilgrimage.

In this section, we will look at how an applicant can use the Passport Seva App to apply for a new passport. The procedure is similar to the existing system used by the 'Passport Seva' website. The detailed procedure is as follows:

  • Step 1: Download the mPassport Seva app available for Android or iOS
  • Step 2: Open the app
  • Step 3: Select 'New User Registration'
  • Step 4: From the drop-down menu, choose the Passport Office
  • Step 5: Next, enter your information such as your name, date of birth, email address, and so on
  • Step 6: After that, enter your unique login ID (It can be the same as the email ID that the applicant uses)
  • Step 7: Create a strong password
  • Step 8: Choose a security question and answer in order to recover a forgotten password
  • Step 9: Enter the captcha code and click the 'Submit' button
  • Step 10: The passport office will then send an email with a verification link to the provided email address in order to activate the account
  • Step 11: After clicking the verification link, the applicant will be taken to a new page where they will be asked to enter their login ID for confirmation
  • Step 12: Once the account has been verified, the applicant must close and relaunch the app
  • Step 13: The applicant must then select the 'Existing User' tab
  • Step 14: Enter your Login ID, password, and captcha code
  • Step 15: Next, select 'Apply for a new passport'
  • Step 16: Fill out the form and follow the instructions on the app
  • Step 17: Make the required fee payment
  • Step 18: Make an appointment to visit a passport centre for document verification.

Passport Seva Sms Services Benefits

1. Initiation of Police Verification

When the police verify our passport, we receive an SMS. This implies two things:

  • Our passport has been granted, and we will be issued one if the police submit a clear report
  • We must be prepared for the police to arrive at our door.

2. Submission of a Police Report

When the police submit the verification report, we receive an SMS notification with a brief description. If the report is clear, you will be able to receive your passport. If it is not a clear report, begin planning the next steps based on the police remarks mentioned in the SMS.

3. Passport Printing Initiation

When passport printing for our file is initiated, we are notified via SMS. Our passport will arrive in a few days.

4. Completion of Passport Printing

We receive an SMS notification when our passport is printed. Currently, dispatch is only pending.

5. Passport Dispatch

Finally, we receive an SMS informing us that our passport has been dispatched. The SMS will include a speed post tracking number for tracking purposes. We can get the current location of our passport by entering the tracking number on the India Post portal link. Because a passport is a sensitive document, the recipient must be present at the home address to receive it.

6. Passport Hold or RPO Escalation

A PSK may sometimes hold a passport application or forward it to the RPO (Regional Passport Office) for a decision. Passport officials generally avoid informing applicants at the PSK that their passport is being held because they are afraid they will argue with them. In this case, the SMS from PSK informing the same can be useful. We receive an SMS notification within seconds of any action taken by officials. Taking advantage of this opportunity, we can politely inquire about the reasons for the passport held at the PSK. This will be useful in resolving the problem at RPO.

Post Office Passport Seva Kendras (POPSK) and Passport Seva Kendras (PSK) are lengthened arms of passport offices and provide front-end assistance compared to passport issuance. These kendras include functionalities from token issuance to allowing an application for passport delivery/re-issue and additional services.
For travelling outside your country, the passport is a necessary document.
