AEPC-RCMC

Apparel Export Promotion Council is a nodal agency for the promotion of ready-made garments from India. The Council is the crucial link between Indian Garments Exporter and Global Markets. It is sponsored by the Ministry of Textiles, Government of India and is the only institution at the national level recognized under Foreign Trade Policy.

Registration-cum-Membership Certificate (RCMC) through AEPC India

An exporter of textiles is required to get a Registration-cum-Membership Certificate (RCMC) from the AEPC for availing various benefits under the Foreign Trade Policy. For registration purposes, AEPC Certificate has been recognized by the Government as an Export Promotion Council.

Who can get AEPC-RCMC?

Any applicant who is an exporter of garments whether manufacturer exporter or merchant exporter shall be eligible to be registered as a

  • Registered Exporter
  • Member exporter

Eligibility for Register Exporter

  • The Applicant is a registered firm/company/Individual (proprietor the proprietor must be of 18 years of age)
  • The Applicant must not be an undischarged insolvent
  • The Applicant must have IE Code as provided by DGFT and Digital signature Certificate Online

Documents Required

  • Application form- can be downloaded from this site
  • A self-certified copy of the IEC certificate.
  • An Undertaking on non-judicial stamp paper duly notarized
  • A self-attested copy of Memorandum & Articles of Association /Partnership deed/Certificate of Registrar of firm etc. as the case may be
  • In case Manufacturer exporter self-attested copy of SSI
  • Certificate/Letter of Intent/Industrial License /Acknowledgement issued by the concerned Authority duly self-attested.

Registration Fee

  • Entrance fee for New Registration ₹1180/-
  • Annual Fee ₹9440/-

Eligibility For Member Exporter

In addition to the qualifications of a registered exporter, the applicant must meet the following criteria.

  • The total export performance of the apparels of the firm/company is more than ₹1 crore during the previous three financial years
  • The applicant is an established business or, if applying on behalf of a single proprietorship, is a person who has reached the age of 21.

Documents Required

  • Prescribed Application form duly filled
  • Exporter's turnover during the previous three Financial years duly certified by a Chartered Accountant / Banker.
  • Original Registration cum Membership Certificate of Registered Exporter.
  • The application for Conversion from Registered Exporter to Member Exporter alongside the above documents could also be submitted either at Registered Office/Head Office of the Council or at concerned branches of the Council.

Registration fee

  • ₹9440/ for annual subscription as a registered exporter
  • ₹ 1770/- as entrance fee for member exporter

Subsidies or schemes under AEPC for exporters

Once you are a member, you will need to renew your membership with the AEPC every year; non-renewal can lead to automatic cancellation. If membership is not renewed in the preceding year, then membership will be ceased and a fresh membership needs to be obtained for being a member in next preceding years.:

  • AEPC’s market development schemes, which include Exporters Availed Market Access Initiative Scheme, Technology Upgradation Funds Scheme, Market Development Assistance Scheme, Focus Market Scheme, Textile Centre Infrastructure Development Scheme, Apparel Park, Scheme for Integrated Textiles Parks, and Special Economic Zones.
  • Interest Equalisation Scheme, or interest subvention, is an interest deduction available on pre- and post-shipment export credit, such as packing credit.
  • Technology Upgradation Fund Scheme was introduced to facilitate new and appropriate technology.
  • Rebate of State Levies Scheme supports the textile sector to provide zero-rated export taxes and raise the overall level of competitiveness in the global market

Renewal

Once you are a member, you will need to renew your membership with the AEPC every year; non-renewal can lead to automatic cancellation. Registering with Export Promotion Councils (EPCs)

Registering with EPCs is not mandatory, but it can be beneficial for exporters to access various services and incentives provided.

To register with an EPC, an exporter needs to follow these steps:

  • Depending on the exporting good or service, determine the pertinent EPC
  • The list of EPCs is available on the website of the Federation of Indian Export Organisations (FIEO)
  • Obtain the membership application form from the relevant EPC
  • Complete the registration form and include all necessary supporting documentation, such as a PAN card, bank certificate, and the Export-Import (IE) code certificate
  • Send the registration paper to the EPC along with the necessary payment
  • The application will be examined by the EPC, who may also pay a site visit to confirm the exporter's qualifications
  • If the application is accepted, the exporter will be given a membership license and will be able to take advantage of the EPC's services and benefits.

Applying With EPCs

Exporters must complete an application document that can be obtained from each EPC's website in order to request RCMC from that EPC.

The following paperwork needs to be filed with it:

  • A notarised promise on non-judicial stamp paper with a ₹10 stamp
  • A self-certified duplicate of the IEC Number given by the relevant licensing body
  • A self-attested copy of the partnership agreement
  • The company's registration certificate
  • The MOA, AOA or another document, as applicable
  • SSI certificate, declaration of intent, Industrial license, factory license, employee state insurance certificate, and workers provident fund registration certificate, if the shipper wishes to be listed as a manufacturer exporter.

Applying with FIEO

The main organisation for marketing India's exports goes by the name of ‘FIEO’ or Federation of Indian Export Organisations. It provides a platform for Indian exporters to interact with various government agencies and other stakeholders in the export industry

To apply with FIEO, the following steps need to be taken:

  • Step 1: Visit the FIEO website and click on the ‘Membership’ tab
  • Step 2: Select the appropriate membership category based on the size and nature of your business
  • Step 3: Fill in the membership application form with all the necessary details and attach the required documents
  • Step 4: Submit the application form along with the membership fee
  • Step 5: FIEO will review your application and verify the details provided
  • Step 6: Once your membership application is approved, you will receive a membership certificate and other relevant documents.

Readymade Garments
No. Registered Member Certificate is required to become Member Exporter. And, the turnover of the applicant over the preceding three financial years must be more than 1 Cr.
Both Merchant and Manufacturing exporters can apply for registration. However, a manufacturing exporter has to provide proof for his manufacturing facility

As of now, AEPC has offline registration. For offline registration, the filled-in application form along with documents enclosed has to be submitted in the regional office. Fees have to be paid by way of Demand Draft in favour of AEPC. It will soon implement Online Registration facility
Registration with an EPC is a must for availing various benefits of export-import under the Foreign Trade Policy. An exporter can be registered with the EPC by creating an application, and on being accepted, the exporter will be issued a registration cum membership certificate that is valid for five years.
