If you are a foreign company, you need to apostille all the documents you want to furnish along with your PAN card.  The documents validated by an apostille are accepted by all the countries that are members of the Hague Convention (for Abolishing the Requirement of Legalization for Foreign Public Documents) of 1961. India is a member of this convention and is one of the signatories of the treaty.
