1. The primary objective of the Kusum Yojana scheme is to provide farmers with solar-powered irrigation pumps. The Central Government and the State Government of Rajasthan will convert 3 crore petrol and diesel irrigation pumps into Solar Energy Pumps under this scheme.
2. Farmers in the country who use diesel or gasoline to power irrigation pumps will now be able to use solar energy thanks to the Kusum Yojana. In the first phase of this scheme, 1.75 lakh diesel and gasoline pumps across the country will be powered by solar panels.
3. Farmers will be required to pay only 10% of the total cost to participate in this scheme. The government will provide 30% of the funds in the form of subsidies to farmers and the rest of the 30% will be provided in the form of loans to farmers.
4. A landowner can earn between ₹60,000 and ₹100,000 per year by establishing a solar power plant over the next 25 years under this scheme. 

Kusum Yojana will not only save electricity but will also generate 30,800 MW of additional electricity.

Target Set Under the Kusum Yojana in Rajasthan 

1. The state government has set a target of converting 17.5 lakh diesel pumps and 3 crore agriculture pumps to solar pumps over the next ten years under the Kusum Yojana.
2. This is an important scheme for Rajasthan’s farmers. The government allocated an initial budget of Rs. 50 thousand crores to install solar pumps in the fields of state farmers and to promote solar products. As per the budget of 2020-21, 20 lakh farmers in the state were assisted in installing solar pumps under this scheme.
3. This scheme has so far resulted in the establishment of 9 projects in Rajasthan out of which 100 MW of power production has been initiated according to Dr Subodh Agarwal, President of Rajasthan Renewable Energy Corporation. 

Application Fee to Apply for Kusum Yojana in Rajasthan 

To apply for a solar power plant under this scheme, the applicant must pay an application fee of ₹ 5000 per MW plus GST. This payment will be made in the form of a DD in the name of Rajasthan Akshay Urja Nigam’s Managing Director. The application fee for applications ranging from 0.5 MW to 2 MW is as follows.

Eligibility to Apply for Kusum Yojana 

1. The applicant must be a permanent resident of India
2. There is no financial qualification required under this scheme
3. The applicant is only permitted to apply for a solar power plant with a capacity ranging from 0.5 MW to 2 MW.
4. The applicant is only permitted to apply for a capacity of 2 MW in proportion to his land or the capacity notified by the Distribution Corporation (whichever is less). Per MW, approximately 2 hectares of land would be required.
5. If the applicant is developing the project with the help of a developer, the developer must have a net worth of ₹1 crore per MW.

Interested state beneficiaries who want to apply for the Kusum Yojana in Rajasthan should follow the steps outlined below:

1. First and foremost, the applicant must visit the scheme’s official website. The home page will appear after you visit the official website.
2. On this home page, you will be required to select the registration option – Online Registration
3. Following that, all of the information requested on the application form, such as Name, Address, Aadhar Card Number, Mobile Number, and so on, must be filled out.
4. After you’ve completed the form, click the submit button. Following successful registration, you will be directed to deposit 10% of the cost of the solar pump in favor of the chosen beneficiaries with the department’s approved suppliers.
5. Solar pumps will then be installed in your field within a few days.

Kusum Scheme Drawbacks

1. The depletion of the water table is exacerbated by low electricity costs due to subsidies, encouraging continuous pumping by farmers. However, upgrading to higher-capacity pumps in solar installations becomes challenging due to the need for expensive additional solar panels if the water table drops 
2. Small and marginal farmers are overlooked under the scheme, which prioritizes pumps of 3 HP and higher capacities. This omission excludes a significant majority of farmers, as approximately 85% are small and marginal farmers. Moreover, regions with low water tables, notably in North and parts of South India, find smaller pumps insufficient 
3. Logistics present a hurdle, primarily concerning the availability of solar equipment domestically. While pumps are readily supplied domestically, solar pumps remain scarce. Additionally, compliance with Domestic Content Requirements (DCR) mandates domestic sourcing of solar cells, yet there is inadequate domestic manufacturing capacity to meet demand.

Features or Components of the Kusum Scheme

The KUSUM Scheme consists of three distinct components, each requiring unique features:

1. Component A: Establish decentralized solar plants and other renewable energy-based power facilities, totaling 10 GW in capacity. These plants are to be designed with capacities ranging from 500 kW to 2 MW and must be stilt-mounted and grid-connected.
2. Component B: Deploy independent solar pumps with individual capacities of up to 7.5 HP, each valued at 17.50 lakh.
3. Component C: Provide financial assistance for the installation of 10 lakh grid-connected agricultural pumps, each with a capacity of 7.5 HP, powered by solar energy.
