Only those who have applied for the housing scheme can see their names on the online list. Those whose names appear on the list will receive permanent housing from the Central Government.

Indira Awas Yojana – IAY

The Indira Awas Yojana, also known as Pradhan Mantri Awas Yojana Gramin, was initiated to benefit Scheduled Castes / Scheduled Tribes, non-bonded employees, minorities, and non-SC/ST sections of BPL holders who fall below the poverty line in the country. Under this scheme, BPL holders will receive the chance to construct a house with financial assistance from the government. In plain rural areas, the government will provide 1.20 lakh rupees and in hilly areas, a sum of 1.30 lakhs (for building houses in hilly areas) will be provided.

Amount Paid Under Indira Gandhi Awas Yojana (IAY)

Over the last 3 years, the Central Government has provided funds through the Indira Awas Yojana (IAY) to members of the Scheduled Castes and Scheduled Tribes, non-bonded employees, minorities and non-SC/ST classes who are below the poverty line in 35 states. These funds have been given in three instalments to assist BPL holders in constructing their own homes. The following is a list of the funds provided by the government. The objective of PM Gramin Awas Yojana 2024

The primary objective of the IAY List is to offer housing support to economically challenged individuals, such as SC/STs living below the poverty line, non-bonded labourers, minorities, and non-SCs. The Indian government aims to fulfil its ‘House for All’ target by 2022 through the PM Gramin Awas Yojana. To carry out this scheme, the Central Government has released the IAY List 2023 to provide facilities to families in need.

 Target Group:

The target group consists of households identified as Below Poverty Line (BPL) by the Gram Sabha of a village.

The Central Government will provide assistance to the following categories of households:

  • Households headed by women
  • SC/ST individuals
  • Non-SC/ST rural households below the poverty line
  • Ex-servicemen
  • Widows
  • Disabled individuals
  • Freed bonded labourers
  • Marginalised sections of society.

Special Projects by IAY:

Under the Indira Awaas Yojana (IAY), the Central Government provides funds for special projects for the following purposes:

  • Rehabilitating rural families living below the poverty line.
  • Providing settlements for liberated manual scavengers and freed bonded labourers.
  • Establishing settlements for vulnerable tribal societies.
  • Rehabilitating individuals affected by occupational diseases.
  • Settling families covered under the Scheduled Tribes and other Traditional Forest Dwellers Act.
  • Relocating families from districts to new settlements.
  • Demonstrating new technology, particularly affordable and eco-friendly technologies.

  • The funds released to the beneficiaries will be shared by the State and Central Governments.
  • The sharing ratio is 75:25, with the State Government contributing 75% and the Central Government contributing 25%.
  • The projects in the North-East regions and Union Territories are excluded from this sharing ratio.
  • For projects in the North-East regions and Union Territories, the Central Government will provide 90% of the funds.
  • 90% of the allocated funds will be used for purchasing items for new houses, upgrading existing houses, and covering other expenses.
  • 5% of the funds will be used for special projects undertaken by the Indira Awaas Yojana (IAY).

The Ministry of Rural Development will allocate the funds based on the following conditions:

  • Priority will be given to addressing housing shortages in rural regions.
  • Next priority will be given to individuals classified as Below Poverty Line (BPL).
  • 20% of the assistance can be used for upgrading kutcha houses for BPL families.

Features of IAY (Indira Awas Yojana)

  • Increase unit assistance from ₹70,000 to ₹1.2 lakhs in plain areas and from ₹75,000 to ₹1.3 lakhs in progressive states, difficult areas and IP districts
  • Provide additional ₹12,000 for toilets through Swachh Bharat Mission-Gramin (SBM-G), MGNREGA, or other sources
  • National Technical Assistance Agency (SECC) established to provide financial and technical assistance for house construction

Eligibility Criteria to Qualify for IAY Scheme

  • Applicant must be an Indian citizen
  • No house or property in India, and no family member should give up a brick and mortar home
  • Only individuals buying or constructing their own house can apply
  • Not applicable for renewal or other purposes
  • Should not have benefited from any other government housing initiative
  • Required documents:
    • Government issued photo identity proof (Voter ID Card, Aadhaar Card, Driving License, Passport, etc.)
    • Address proof (electricity bill, telephone bill, etc. if different from residential address)
    • PAN card
    • Income proof for employed individuals (6 months financial account statement, ITR)
    • Company registration certificate or business license and 3 months financial statements for self-employed individuals, with 2 years ITR
    • Proof of property being purchased or constructed.

Implementation of the Scheme:

  • Zila Parishad at the district level implements the scheme.
  • If there is no Zila Parishad in the State, an equivalent authority takes over.
  • Village Panchayats at the local level implement the guidelines of Indira Awaas Yojana (IAY).
  • If there is no Village Panchayat in a State, an equivalent authority takes over.
  • If Village Panchayats cannot handle the task, the State Government can assign the responsibility to the Panchayat at the intermediate level.

The Empowered Committee:

The Chairperson of the committee will be the secretary of rural development or an additional secretary of rural development.

Other members of the committee will include:

  • Joint Secretary of rural housing
  • HUDCO representative
  • An adviser from the Planning commission
  • Knowledge network representative
  • Representatives from NGOs related to the field of construction
  • State Secretary of rural housing

The committee’s responsibilities include:

  • Setting new house construction targets
  • Granting permission for cash payments
  • Reallocating funds
  • Sanctioning special projects
  • Approving new technologies for construction
  • Monitoring the scheme.

Construction Time Limit:

Release of Fund:

Annual fund allocation is released in two instalments.

  • The first instalment, which is 25% of the project cost, is provided with the sanction letter.
  • The second instalment, which is 60% of the project cost, is released upon reaching the lintel level of the project.
  • The final instalment, which is 15% of the project cost, is released upon completion of the project.

Procedure for Release of 1st Instalment:

  • The first instalment is given to those who received the second instalment in the previous year.
  • Districts that did not receive the second instalment of the previous year need to submit proposals for the first instalment along with the required documents.

Procedure for Release of 2nd Instalment:

The second instalment will be released under the following conditions: a. 60% of the fund should be utilized during the financial year. b. Proof of completing 100% of sanctioned houses within three years from the approval date is required. c. In the case of two years, proof of completing 75% of sanctioned houses is required.

Payment to Beneficiaries:

Payments to beneficiaries are made through the Post office or Bank account.

Beneficiary details, such as radar number and account number, need to be registered on the portal for direct credit transfer using the e-FMS module.

All payments made to beneficiaries will be recorded in the portal to track expenditure and balance at the District level.
