Evaluation of Atmanirbhar Bharat Rojgar Scheme

  1. Self-reliant India Employment Scheme, also known as Atmanirbhar Bharat Rojgar Yojana, is a government scheme launched in India in 2020 to encourage employment generation and help the country recover from the economic downturn caused by the COVID-19 pandemic. The scheme primarily targets formal sector workers who lost their jobs due to the pandemic.
  2. Under the scheme, the government will provide financial incentives to employers for hiring new employees or rehiring employees who were laid off during the pandemic. The incentive amount is set to 24% of the monthly wages for a period of two years for employees earning less than 15,000 per month. The scheme also covers employers’ contributions to the EPF (Employee Provident Fund) for these employees.
  3. The scheme was launched with an outlay of 22,810 crores and was initially expected to create around 50 lakh jobs.
  4. However, the success of the scheme is difficult to evaluate due to a lack of comprehensive data on its implementation and impact. The government has not released any official data on the number of jobs created under the scheme so far. The scheme was launched in November 2020, and it is still in its early stages of implementation.
  5. There are also concerns that the scheme may not address the root causes of unemployment and could lead to the displacement of existing employees in some cases. The incentive amount may not be sufficient to cover the cost of hiring new employees, especially for small and medium-sized enterprises.
  6. In summary, while the Self-reliant India Employment Scheme has the potential to create new employment opportunities and support the country’s economic recovery, its effectiveness is yet to be determined. The government should monitor the scheme’s implementation closely and collect data to evaluate its impact accurately.

Benefits of Atmanirbhar Bharat Rojgar Yojana

The Self-reliant India Employment Scheme, also known as the Atmanirbhar Bharat Rojgar Yojana, has several potential advantages:

  1. Job Creation: The primary objective of the scheme is to encourage job creation, especially for those who lost their jobs during the COVID-19 pandemic. The financial incentives provided to employers for hiring new employees or rehiring laid-off employees could create new employment opportunities and reduce unemployment.
  2. Formalization of the Informal Sector: The scheme could encourage employers to formalize their operations and hire employees regularly, which could provide job security to workers.
  3. Economic Growth: The creation of new jobs could increase consumer spending and boost economic growth, which could benefit the overall economy.
  4. Enhanced Social Security: The scheme also covers employers’ contributions to the EPF (Employee Provident Fund) for new employees, which could enhance their social security and financial stability.
  5. Support for Small and Medium-Sized Enterprises (SMEs): The scheme could provide financial relief to SMEs, which were particularly hard hit by the pandemic and could not afford to retain their employees.

Overall, the scheme has the potential to create employment opportunities, support economic growth, and enhance social security for workers. However, its effectiveness depends on how well it is implemented and monitored, and whether it addresses the root causes of unemployment.
