The Punjab Information & Communication Technology (ICT) Education Society, referred to as PICTES, was established in 2004-05 with the objective of providing compulsory computer education to students in classes VI to XII. The scheme aims to bridge the digital divide among students from diverse socio-economic backgrounds and geographical barriers.
  2. In Punjab, the project is managed by the Punjab ICT Education Society (PICTES), which is specifically constituted for this purpose. PICTES is governed by the Board of Governors (BOG), with the Chief Secretary of the Government of Punjab serving as the Chairman and the Secretary of School Education as the Vice-Chairman. The Director General of School Education is the member Secretary of the society.
  3. To ensure quality education and effective performance of the hardware installed under this project, five Project Coordinators have been appointed at the circle level in Amritsar, Bathinda, Moga, Patiala, and Jalandhar. Each circle consists of four or five districts.
  4. Computer faculties have been appointed for teaching compulsory Computer Science subjects under the ICT Project, while non-teaching staff are responsible for administrative work and smooth functioning of the project.
  5. Computer labs have been established in 6134 government upper primary schools and 346 government-aided high and senior secondary schools. These labs are equipped with computer hardware, UPSs, software, and LAN, along with broadband internet connectivity.
  6. The goals and objectives of ICT Education include enabling every student in Punjab to become digitally literate, training teachers to effectively deliver education using IT tools, facilitating the growth of the digital economy, providing compulsory ICT education to all students, creating job opportunities, setting up modern labs with the latest IT infrastructure, developing student and teacher competence as per NCERT and CBSE guidelines, and incorporating a Management Information System (MIS) for monitoring and reviewing the project regularly.
  7. The ICT@Schools Scheme has been subsumed into the Rashtriya Madhyamik Shiksha Abhiyan (RMSA), where ICT in Schools is a component of the RMSA. The scheme aims to build the capacity of secondary stage students in ICT skills through computer-aided learning. Financial support is provided to states to establish computer labs on a sustainable basis.
  8. Additionally, Smart Schools have been established as role models and technology demonstrators among neighbouring schools. Computer Aided Learning (CAL) has been introduced for students in classes VI to VIII, with multimedia devices such as TVs, DVDs, LCDs, LFDs, and K-YAN devices provided to schools for showcasing multimedia educational content. CDs/DVDs on Science/Maths have also been developed and distributed to schools.

Punjab Edusat Society

The Government of Punjab has established the Punjab Edusat Society with the aim of providing quality education to government educational institutions under the Department of School Education, Higher Education, Technical Education, and Medical Education. On 2 January 2008, the Edusat network was dedicated to the state by the Honourable Chief Minister of Punjab.

The Punjab Edusat Society has set up one hub and three studios at the premises of the Punjab School Education Board, from where independent programs for higher education and technical education are broadcasted. These studios are equipped with state-of-the-art equipment and peripherals.

The current status of the Edusat network is as follows:

  1. A total of 3,823 educational institutions are covered under the Edusat network. The institutions with Satellite Interactive Terminals (SITs) include Medical & Dental Colleges (5), Higher Education (47), Technical Education (29), and Department of School Education (436).
  2. In 2009, 500 Receive Only Terminals (ROTs) were provided in government senior secondary schools in the state for the Humanities Group, as approved in the 2nd meeting of the Executive Committee under the chairmanship of the Honourable Chief Secretary to the Government of Punjab on June 19, 2008.
  3. In the expansion phase, an additional 2,807 government senior secondary schools (Humanities Group) and government high schools are being covered with ROT facility, as decided in the 8th meeting of the Executive Committee of Punjab Edusat Society held on December 15, 2011.
  4. A total of 3,150 Edusat Computer Libraries (E-Libs) are being established in government senior secondary and high schools. These libraries will assist students and subject teachers in accessing Edusat and CAL multimedia content, as decided in the 7th meeting of the Executive Committee of PES held under the chairmanship of the Honourable Chief Secretary to the Government of Punjab on September 15, 2011. Out of the total 3,150 E-Libs, 2,077 E-Libraries have been fully established in the financial year 2012-13, and an additional 1,073 E-Libs are being established in the remaining government senior secondary and high schools. These libraries are also shared by the ICT project to provide computer education as part of the computer labs’ first phase.
  5. A total of 1,003 portable generators have been provided to government institutions to address power failures. The cost of petroleum, oil, and lubricants (POL) was also provided for their operation.
  6. Special programs are telecasted for science students for competitive exam preparation, soft skills development, career counselling, and teacher training, along with regular courses for students from 8th to 12th class throughout the state in the Department of School Education.
  7. On a daily basis, 7-8 lectures are delivered by the Department of School Education, 5 lectures by the Department of Technical Education, 2 lectures by the Department of Higher Education, and 1 lecture by the Department of Medical Education.
  8. This year, a crash course program for competitive exams for medical and non-medical students was imparted by hiring faculty from M/s Gyan Sewa Trust. A total of 13,000 students were enrolled in this program.
  9. Training for English lecturers was conducted through the Edusat Network under the Soft Skill Development Program, which was highly appreciated by the teachers. The soft skill program for 11th-grade students has been initiated in the academic year 2013-14.
