In fact, the scheme is only available to citizens who are not covered by the Deen Dayal Upadhyaya Gram Jyoti Yojana. It is expected that the benefits of this scheme will raise the living standards of the Bihar residents. Through this scheme, every citizen of the state will now have access to electricity.

Beneficiaries are not expected to pay any fees to obtain an electrical connection under the Bihar Har Ghar Bijli Yojana, but they must pay for their own electricity consumption bill. If a person does not want to receive an electricity connection under the scheme, he or she must provide written justification for the same.
