What Is The Process For Federation of Indian Export Organization?

The Process For FIEO is also known as Federation of Indian Export Organization. The organization’s mission is to promote international trade and assist entrepreneurs and exporters in foreign markets.

 A Registration-Cum-Membership Document, also known as an RCMC, is a certificate that confirms an exporter’s dealings with products that have been registered with an agency or organization that the Indian Government approves. India’s Export Promotion Councils or commodities boards issue the certificate for five years. To be eligible for an RCMC, an exporter must include a statement in their application detailing their primary business activities. In this case, Commodity Board/the Export Promotion Council would receive this application.

Export promotion organizations in India have been brought together under the Federation of Indian Export Organizations by the Indian Ministry of Commerce. The council’s headquarters are in New Delhi, and it symbolizes the global entrepreneurial spirit of Indian entrepreneurs. This article will discuss the process in detail.

The Process for FIEO (Federation of Indian Export Organizations) involves various steps to promote and support Indian exports globally.

FIEO Association

The Articles of Association and Memorandum of the FIEO control the rules for registering new association with the help of enrollment Process For FIEO. It is necessary for exporters to obtain a RCMC, to benefit from various provisions of the Foreign Trade policy. FIEO registration also involves exporters participating in trade fairs, exhibitions, and buyer-seller meets organized by the organization to enhance their networking and business opportunities.

Eligibility

The RCMC can be obtained with the help of FIEO as a Manufacturer Exporter, Merchant Exporter, Merchant-Manufacturer Exporter, or Service Provider. It includes:

  • If an export product is not covered by a Commodity Board or Export Promotion Council  RCMC, it must be obtained.
  • Exporters of multiple products who are not association of an Export Promotion Council and whose primary line of business has not yet been established must apply for RCMC through the Federation of Indian Exporters, 
  • There are 14 service exporters listed in the FIEO Handbook of Procedures exempt from FIEO’s requirements.

The EPC Application Process

You must submit an application to the Export Promotional Council, EPC, by filling out form ANF 2C. Merchant exporters and manufacturing exporters are two types of exporters that can be registered. Substantiating evidence must be provided when choosing the exporter of manufacturing products.

Government of India policymakers and business leaders work together through export promotion councils, which serve as a bridge between the two groups. A wide range of promotional initiatives, such as buyer-seller meetings, trade shows, and information booths, are carried out by EPC to raise awareness about Indian exports and give buyers in other countries an easy way to get in touch with Indian exporters. With an Export Promotion Council is the subject of this section. The process for FIEO involves regular interaction with government authorities and policymakers to represent the interests of Indian exporters and influence trade-related policies.

Required Documents for EPC

The following is a list of the necessary materials that must be accompanied by the application form when submitted. Here are:

  • A completed and signed rcmc application.
  • Copy of the IEC Number granted by the regional licensing authority. 
  • A self-certified copy of your Permanent Account Number, PAN
  • Demand Drafts or checks payable at any branch of the ‘Services Export Promotion Council’ must be sent to New Delhi with the association fee.
  • A self-certification copy of the company’s MOA for corporate/institutional/private limited/limited company.
  • A copy of the company’s original Partnership Deed that is self-certified 
  • A self-certification copy of the trust’s deed for trusts/institutional/ corporate.
  • Certificate of the change in the company’s registered office signed and confirmed by the company’s self-certification officer.
  • A company’s Chartered Accountant must confirm foreign exchange earnings data from the last three years of services export data.
  • Self-certified copy of Power of Attorney or Board Resolution if signing authority’s name is not in IEC/Trust Deed MOA/ Partnership Deed of company/ firm/ Trust.
  • GST registration certificate self-certified copy.

Regulations for Registering EPC

Following are the guidelines for EPC:

  • Exporters must identify their primary business while applying for RCMC. Additionally, the Export Promotional Council requires that the RCMC be obtained. For example, The Coconut Development Board is responsible for anyone with a coconut business.
  • Those who do not belong to any of the export promotion councils mentioned can apply directly to the FIEO for the Federation of Indian Exporters Organisation certificate.
  • RCMC can be obtained through FIEO by multi-product exporters who are not yet registered with any EPC or whose business stream has not yet been confirmed.
  • For multi-product exporters based in the northeastern states, RCMC can be obtained through the Forest Product Export Promotional Council and the Shellac, except for the items under the control of APEDA Spices and Tea Board.
  • Rcmc are only issued to exporters of Jammu and Kashmir handicrafts and handloom products.

RCMC with EPC

There are a total of 9 commodities and 26 Export Promotion Councils commodity boards operating within the boundaries of India. RCMCs are issued by the Indian Commodities Board and Export Promotion Councils, EPCs. Officials in the Central Government have granted RCMC approval for issuance by these institutions. Exporters whose products do not fall into one of these categories must apply RCMC to the FIEO, which administers both the EPC and commodity boards in India.

RCMC

Any ANF 2C-registered application to export can join the Exporters’ Permit Council, EPC. As specified in Appendix 2R, EPC issues a Registration cum Membership Certificate, RCMC. The applicant must provide proof of being a manufacturer exporter. An EPC can join as prospective/potential exporters by completing the application form and becoming associate members.

An exporter can register with the EPC by applying to join the relevant EPC’s list. The exporter will receive a association certificate for five years upon acceptance. Most EPCs have two association categories: associate and regular. The following documentation needs to gain:

  • You’ll need a digital signature certificate online to join the Export Promotion Council.
  • A copy of the Import-Export Code certificate.
  • A Chartered Accountant’s certificate attests to the export turnover and FOB rupee value before the preceding year.
  • List of Partners/Directors who have a home address.
  • If you have an MSME registration certificate, please bring it with you. 

Conclusion

Certification of RCMCs in India is governed primarily by the FIEO. As a consequence of this, the exporter would be required to apply for membership in the FIEO. The FIEO is the organization that is responsible for administering the RCMC. The country’s international trade policy necessitates this form of certification.
