The Ministry of Home Affairs (MHA) has exempted certain shops with the Shops and Establishment Registration from the lockdown restrictions. Those who are not exempted include shops in single brand and multi-brand malls and cigarette and liquor shops.

The Shop and Establishment Act, regulated by the Labour Department handles everything to do with the running and management of trade centres and shops in India. It regulates and lays down all the laws retaining to the working of commercial establishments, societies, charitable trusts, printing presses, and hotels. It lays down laws regarding working hours, employee benefits, holiday setting, rules for employing people and leaves. Furthermore, to run, manage and maintain a commercial establishment in India, you need to have a shop act license. What is the Shop and Establishment License Procedure?

  1. Go to the govt official website
  2. Opt for either individual or organization as registration procedure type
  3. Register your mobile number with the website, and verify it using OTP for registration
  4. Furthermore, provide the website with your email ID and other personal details
  5. Check the authorization email from your inbox and verify your account through the verification tab
  6. Next, log onto the website using your newly created ID and password
  7. From the homepage, head to the section for New Registration of Shops and Establishment
  8. Choose Registration – Form A, fill it and then submit
  9. You can also check the status of your application, using a unique application number you will receive
  10. Next, Upload all the supporting documents required
  11. From the status tab, go to the payment option
  12. Choose a suitable mode of payment and then make the payment
  13. Your status will now shift to ‘Under Scrutiny’
  14. Check regularly to see whether it Approved or Rejected in the days to come
  15. In case it is rejected, ask the Labour department what is wrong and then reapply
  16. Once it is approved, download the certificate and then print it out

  • The 3 Annexures with details of the establishment
  • Annexure A – Self-declaration (75KB to 100KB) 
  • Annexure B – Attestation (75KB to 100KB) 
  • And Annexure C – Undertaking (75KB to 100KB) 
  • Proof of business registration 
  • Signature of the applicant (9KB to 15KB)
  • Identity Proof 
  • Copy of Fee receipt pad earlier (75KB to 100KB) 

What is the Shop and Establishment License Cancellation Procedure?

  • The application for cancelling the shop and establishment license must be made online.
  • From the official website of the Municipal corporation, users should open the application form for cancelling their licenses.
  • After filling out the form, they must submit it online, along with supporting documents.
  • The notification regarding the application will then be sent to the registered email ID or SMS.
  • While adding the information, users should make sure they also provide information regarding their email ID and mobile phone number
  • If you wish to have a reference for filling the cancellation form, you can obtain one from the website
  • Go to the top right corner of the form, and click on Help
  • From here, you can choose a sample form and see how to fill in the data correctly
  • Once you are done, make sure you take a copy of the form, via the Print option
  • Furthermore, you should also notify the inspector of your zone within ten days of closing your shop.
  • The Inspector will then verify your application, and if it is found to be true, they will cancel your registration certificate.

  5. Users must carefully include details such as name, address and payment details of the establishment.
