UP Gehu Kharid- E-Procurement System 2023

In Uttar Pradesh, the state government began purchasing wheat from its state’s farmers at the minimum support price in April. The farmer brothers of the state who wanted to sell their crops could register themselves by visiting the official website of the UP Gehu Kharid e-purchase system of the Food and Civil Supplies Department. 

Online registration for wheat purchases for the Rabi season crop 2020-21 started in April. The portal for registration opened on 15 April 2021. 

Wheat Procurement Done From 3,99,935 Farmers

During the Corona period, the Government of Uttar Pradesh carried out the UP Gehu Kharid process in Uttar Pradesh. 20.50 lakh metric tonnes of wheat have been procured at minimum support price from approximately 3,99,935 farmers. The Uttar Pradesh government entrusted 11 agencies with the responsibility of making this purchase. Out of these 11 agencies, 7 operated purchase centres. 

The Uttar Pradesh Cooperative Union operated about 3252 purchase centres, from which about 9 lakh metric tonnes of wheat were procured. The government established 5612 purchase centres in Uttar Pradesh.

The State Agricultural Produce Market Council established 110 wheat procurement centres in 48 districts. The minimum support price was fixed at ₹ 1975 per quintal at these centres, leading to the procurement of 46982 metric tonnes of wheat. Under this scheme, ₹ 92.78 crores was also paid to 8523 farmers on wheat purchases.

Due to the lockdown across the country, farmers were not able to sell their crops. They were at risk of bearing enormous losses. Given this problem, the state government launched an online portal, and farmers of Uttar Pradesh could register on this online portal to sell their wheat crops. With this, the farmer’s crop would be sold on time, and the farmers would receive money on time, allowing them to sustain their lives easily.

After the crop was sold, the sale amount was directly transferred to the beneficiaries’ bank account.

Features of E-Procurement System

• All interested farmers had to register online on the UP e-procurement portal and obtain tokens before taking their produce to the mandis
• In the year 2020-21, the Uttar Pradesh government set up 5500 procurement centres for wheat procurement across the state
• The target for the procurement of wheat for the year was set at 55 lakh metric tonnes, and the procurement of wheat was kept at the minimum support (MSP) price of Rs 1925/quintal
• The farmers of the state were required to take the token after registration and then come to the mandi only on the day for which they had the token
• The benefit of this scheme was given to those farmers of Uttar Pradesh who wanted to sell their wheat crop.

• Farmers were required to provide Khasra-Khatauni, khasra number, land area, and wheat area for information related to their land
• Aadhar card was mandatory
• Information related to the revenue records of the farm had to be given

• Wheat field details are required for registration
• Khatauni/Khasra number and wheat area must be filled in the farm details
• Correct Aadhaar card, bank passbook, and revenue record information is needed
• Registration number and printout must be obtained after registration
• Registration draft can be reprinted using the mobile number
• Mobile number can be used to amend registration
• Registration will not be accepted until the application is locked
• Complete registration details will be sent to the mobile number
• Verification by SDM is required for the sale of more than 100 quintals of wheat
• Acknowledgment letter must be obtained from centre in-charge after selling wheat.
