PMGDISHA Scheme

The Government introduced the National Digital Literacy Mission, also known as Digital Saksharta Abhiyan (DISHA) or National Digital Literacy Mission (NDLM), with the aim of offering IT training to 52.5 lakh individuals. This training includes Anganwadi and ASHA workers, as well as authorised ration dealers from all states and Union Territories. The objective is to equip non-IT literate citizens with IT skills, enabling them to actively engage in democratic and developmental processes and improve their livelihoods.

With the objective of empowering at least one person per household with essential digital literacy skills, a scheme has been launched. What is PMGDISHA Scheme?

The PMGDISHA Exam for ‘Direct Candidates’ is designed for General Candidates seeking to obtain the PMGDISHA Certificate. These candidates are not obligated to undergo specific training or approach any training partner for this exam. To register as a Direct Candidate Applicant, individuals must complete electronic KYC (Know Your Customer) and agree to the terms and conditions set forth to become beneficiaries of the PMGDISHA scheme.

The candidate data will be shared exclusively with examination agencies for authentication purposes. If a candidate chooses to opt-out, the CSC (Common Service Centre) will not share the e-KYC data for certificate issuance. The data may be stored solely for audit purposes in accordance with the program guidelines.

What is PMGDISHA Exam?

The PMGDISHA Exam has been introduced for ‘Direct Candidates’ who are interested in obtaining PMGDISHA Certificates. These candidates are not required to undergo any specialised training or engage with any training partners for this exam. To register as a direct candidate, the applicant must complete electronic KYC and agree to the terms and conditions of becoming a beneficiary in the PMGDISHA scheme. Objectives of PMGDISHA

The Pradhan Mantri Gramin Digital Abhiyaan is a program aimed at providing digital literacy to six crore individuals residing in rural areas across different states and union territories. Financial Assistance

Upon successful certification of candidates who have undergone training with the training partner, a training fee of ₹ 300 per candidate must be paid directly to the training partner through CSC. The payment to the training partners will be based on the achieved outcomes, and input from the DeGS is required for this process. The outcomes can include the ability to perform digital payments, utilise a digital locker, send emails, and make bookings, among other skills. The registered certifying agency will receive ₹ 70 per candidate as a certification cost or examination fee for conducting assessments and issuing certifications. To cover the monitoring of the scheme and associated overhead costs, states and union territories will receive an average of ₹ 2 per candidate.

PMGDISHA Eligibility Criteria

    • Beneficiary must be digitally illiterate

Identification of Beneficiaries

Implementation

    • The scheme will be implemented under the overall supervision of the Ministry of Electronics/IT

PMGDISHA Training Process

The training period ranges from a minimum of 10 days to a maximum of 30 days, within which the course must be completed. The training itself consists of a duration of 20 hours, which must be completed within the designated training period.

Training Partners

The scheme welcomes collaborations with organisations such as NGOs/Corporates that wish to serve as Training Partners for providing digital literacy training, subject to fulfilling specific criteria. The prescribed norms for Training Partners are as follows:

  • The Training Partner should be a registered Indian institution with a focus on education/IT literacy for a minimum of three consecutive years.
  • The Training Partner must possess a Permanent Income Tax account number (PAN) and audited financial statements for the past three years.
  • Registration under the appropriate legislation in India is mandatory for the institution/organisation.
  • The Training Partner must have well-documented processes and procedures outlining the educational courses and IT literacy training they offer, with clear definitions and guidelines.

Role of a Training Partner

The training partners will train the beneficiaries and are required to establish or appoint training centres in the designated blocks, districts, and gram panchayats. These training centres must adhere to the PMGDISHA requirements, and the training partner will be responsible for ensuring compliance.

The training partner holds the overall responsibility for the functioning and monitoring of the training centres. Every centre under the jurisdiction of the training partner will be held accountable for their actions and outcomes.

How to Apply for PMGDISHA?

The application process for the Pradhan Mantri Gramin Digital Saksharta Abhiyan (PMGDISHA) is as follows:

Here are the steps to register candidates for PMGDISHA:

  • Step 1: Download the APK from the dashboard and install it on your mobile app
  • Step 2: Click on VLE login and enter your PMGDISHA username and password
  • Step 3: You can view your remaining targets. Click on ‘REGISTER Candidates
  • Step 4:  Provide the candidate’s mobile number. The candidate will receive an OTP on this number
  • Step 5: A pop-up consent message will appear. Click on ‘proceed further
  • Step 6: Enter the OTP. Remember, this is only valid for 10 minutes
  • Step 7: Generate a Virtual ID. You can see the user manual to generate a Virtual ID at https://www.pmgdisha.in/generate-virtual-id/
  • Step 8: Enter the VID/Aadhaar, student name, gender, date of birth and click on ‘proceed
  • Step 9: Fill in the other details and upload a photo. Then submit the form
