Mukhyamantri Krishi Udyog Yojana (MKUY) is a flagship initiative of the Government of Odisha to encourage capital investments in Agriculture and Allied sectors. The scheme was launched on 1 June, 2018.

About Mukhyamantri Krishi Udyog Yojana 2024

The Odisha Government’s Agriculture and Farmers Empowerment Department introduced the Mukhyamantri Krishi Udyog Yojana in 2018. This initiative offers capital investment subsidies on loans to support entrepreneurs establishing agro-industries in the state. Geared towards fostering new businesses, especially among young entrepreneurs, the Krishi Udyog Yojana aims to boost agricultural sector production.   • Scheme duration: 2023-2028.
  • Minimum project cost: ₹ 10 lakh.
  • Maximum project cost: ₹ 50 lakh.
  • Subsidy: Up to 25%.
  • Interest subvention: For 5 years.
  • Technical assistance: By the Department of Agriculture and Farmers’ Empowerment.
  • Marketing support: By the Odisha State Cooperative Marketing Federation.

Pattern Of Assistance Under Mukhyamantri Krishi Udyog Yojana

  • The subsidy will be provided on the project cost, as per the following pattern:
  • 25% for general category beneficiaries.
  • 33% for SC/ST/OBC/women/PWD beneficiaries.
  • The interest subvention will be provided on the bank loan availed for the project, at the rate of 5% per annum for a period of 5 years.

Project Financing and Completion Period

  • The project can be financed through a combination of equity and debt.
  • The debt component can be availed from banks/financial institutions.
  • The project should be completed within 3 years from the date of commencement.

Implementation of Mukhyamantri Krishi Udyog Yojana

  • The scheme will be implemented by the Department of Agriculture and Farmers’ Empowerment, Government of Odisha.
  • The District Agriculture Offices will be the nodal agencies for implementation of the scheme at the district level.

Project Cost Under Mukhyamantri Krishi Udyog Yojana

  • The minimum project cost under the scheme is ₹ 10 lakh.
  • The maximum project cost under the scheme is ₹ 50 lakh.

Sanctioning Committee

  • The scheme will be implemented by a Sanctioning Committee constituted by the Government of Odisha.
  • The Committee will be headed by the Additional Chief Secretary, Agriculture and Farmers’ Empowerment Department.
  • The Committee will have representatives from the following departments:
  • Department of Agriculture and Farmers’ Empowerment
  • Finance Department
  • Industries Department
  • Planning and Development Department
  • Odisha State Cooperative Marketing Federation Limited (OSCMF)

Modalities of Implementation

  • The scheme will be implemented through the following modalities:
  • The District Agriculture Offices will be the nodal agencies for implementation of the scheme at the district level.
  • The District Level Committee will be constituted for scrutiny and recommendation of the project proposals.
  • The State Level Committee will be constituted for final approval of the project proposals.
  • The subsidy will be released in three installments, after the successful completion of each stage of the project.

Valuation of Project

  • The project cost will be valued as per the following norms:
  • Land cost: As per the market value
  • Building cost: As per the prevailing rates
  • Plant and machinery cost: As per the invoice price
  • Working capital: 10% of the project cost

Assessment of Fixed Capital

  • The fixed capital will be assessed as per the following norms:
  • Land: 50% of the project cost
  • Building: 25% of the project cost
  • Plant and machinery: 25% of the project cost

Disbursement of Capital Investment Subsidy

  • The capital investment subsidy will be released in three installments:
  • 25% after the successful completion of the first stage of the project.
  • 50% after the successful completion of the second stage of the project.
  • 25% after the successful completion of the third stage of the project.

Process Flow of Mukhyamantri Krushi Udyog Yojana

  1. The applicant will have to submit the application form along with the required documents to the District Agriculture Office.
  2. The District Level Committee will scrutinize the application and recommend it to the State Level Committee.
  3. The State Level Committee will give the final approval to the project proposal.
  4. The subsidy will be released in three installments, after the successful completion of each stage of the project.
