  • Rubber and Leather Goods: While some plastic items might resemble rubber bands or leather accessories, those belong to separate chapters (Chapter 40 for rubber and Chapter 42 for leather).
  • Finished Products from Other Materials: This chapter focuses on plastics. Suitcases made of fabric and metal, wicker baskets, or umbrellas (even if they have some plastic parts) are classified under their own material categories (like textiles in Chapter 50 or wickerwork in Chapter 46).
  • Specialised Equipment and Everyday Items: HSN Chapter 39 doesn’t include things like toys, musical instruments, or furniture, even if they contain plastic components. These have their own designated chapters (Chapters 94, 92, and 95 respectively).

Import Policy Conditions for Plastic

Only clean, industrial PVC trimmings and rejects can be imported as scrap for making new products. This scrap must meet specific requirements:

  • Composition: It should be a well-mixed blend of thermoplastic binder, fillers, and pigments. The binder must mainly consist of vinyl chloride polymer or co-polymer.
  • Density: The density must be greater than 1.3.

Importable PVC Flooring Scrap:

  • Exclusive to Industry: Only industrial trimmings and rejects of PVC flooring scrap are allowed for import. No post-consumer scrap or waste is permitted.
  • Direct User Requirement: Imports are restricted to actual users of the scrap. Use of intermediaries like export/import houses is allowed only upon receiving a specific request from the actual user, specifying the required quantity based on their plant’s capacity.
