Self-reliant India Campaign 3.0 Special Announcements Made in the Budget of 2023-24

Atma Nirbhar Bharat 3.0: On February 1, 2021, the Finance Minister of our country, Nirmala Sitharaman, announced the Union Budget, which included important updates regarding the self-reliant India campaign. The Finance Minister stated that the Atmanirbhar Bharat Abhiyan was initiated in the previous year to stimulate the economy amid the impact of the COVID-19 pandemic. The government and the Reserve Bank have collectively invested ₹ 27.1 lakh crore, which accounts for 13% of the country’s GDP, under the Atma Nirbhar Abhiyan. Finance Minister Nirmala Sitharaman also highlighted that last year witnessed the launch of three packages as part of the Atmanirbhar Bharat Abhiyan, each equivalent to five mini budgets.

Atma Nirbhar 3.0 aims to enhance infrastructure, increase farmers’ income, promote good governance, empower youth and women, and foster overall development. The Union Budget for 2021-22 prioritises health, physical and financial capital, infrastructure, inclusive growth for a prosperous India, human capital development, innovation, research and development, and effective governance.

Atma Nirbhar Bharat Abhiyan 3.0 Capital Expenditure

As you are aware, this year all states have encountered significant challenges in terms of inadequate tax revenue. Taking this into consideration, the government has made the decision to reduce capital expenditure. As part of the Self-reliant India campaign, the Ministry of Finance has granted permission to 27 states to avail capital expenditure of ₹ 9,879 crore. All states across the country, with the exception of Tamil Nadu, are benefiting from this scheme. The response from state governments regarding this initiative has been positive. To date, the first instalment of ₹ 4,939.8 crore has been disbursed to all states. Additionally, numerous capital expenditure projects have been approved in various sectors, including health, rural development, water supply, irrigation, transportation, education, and urban development.

The Self-reliant India campaign consists of three components:

  1. The first component focuses on the North Eastern region, with an allocation of ₹ 200 crore. Specifically for Assam, considering its population and geographical area, an allocation of ₹ 450 crore has been made.
  2. The second component encompasses all states not included in the first part. The government has allocated ₹ 7,500 crore for this second part.
  3. Under the third component of the scheme, an amount of ₹ 2,000 crore has been allocated. However, this amount will only be provided to states that implement at least three out of the four reforms specified by the government. These four reforms include One Nation One Ration Card, Ease of Doing Business Reform, Urban Local Bodies/Utility Reform, and Power Sector Reform.
