What is the Unorganised Sector?

The unorganised sector is a term used to describe businesses not registered with the government and need to follow its guidelines and regulations. It is a large and heterogeneous sector with various activities, such as agriculture, manufacturing, construction, trade, and services.

In India, the unorganised sector accounts for about 90% of the workforce. Low productivity levels, low wages, and poor working conditions characterise it. Workers in the unorganised sector often need access to social security benefits, such as health insurance, pension, and unemployment benefits.

India’s government has improved workers’ conditions in the unorganised sector. These include the Unorganised Workers’ Social Security Act 2008, which provides many benefits for unorganised workers. However, much more must be done to improve workers’ lives in this sector.

Here are some of the characteristics of the unorganised sector in India:

  • Small scale of operation: Most unorganised sector enterprises are small, with less than ten employees.
  • Local ownership: Most unorganised sector enterprises are owned by individuals or households.
  • Uncertain legal status: Many unorganised sector enterprises need legal status.
  • Labour-intensive: Unorganised sector enterprises are typically labor-intensive, using low levels of technology.
  • Flexible pricing: Unorganised sector enterprises often have flexible pricing, adjusting their prices according to demand.
  • Less sophisticated packing: Unorganised sector enterprises often use less sophisticated packing for their products.
  • Absence of a brand name: Unorganised sector enterprises often need a brand name, making it difficult to compete with larger, more established businesses.
  • Unavailability of good storage facilities and an effective distribution network: Unorganised sector enterprises often need access to good storage facilities and an effective distribution network, making it difficult to reach their customers.
  • Inadequate access to government schemes, finance and government aid: Unorganised sector enterprises often need more access to government schemes, finance and government aid, making it difficult for them to grow and succeed.
