1. The prayer of the petitioner reads as under:
"21A)YOUR LORDSHIPS may be pleased to issue a Writ of Mandamus or a writ in the nature of Mandamus or any other appropriate writ, order or direction directing the respondents to immediately prepare and issue the duplicate service book of the petitioner."
2. It is the case of the petitioner that he retired as Forester on 31.08.2000 after completing 38 years of service and he has not been granted full pension. The case of the petitioner is that he is entitled to certain monetary benefits, such as higher grade pay scale and such pay scales are not being granted to the petitioner. He is unable to secure his service details so as to make an appropriate representation before the authority with regard to his case for being considered for such benefits, on the ground that the authorities are not providing duplicate service book.
petitioner submitted that the order dated 22.11.2019 suggesting that since the original service book is not available, duplicate service book cannot be provided, is not in consonance with the resolutions of the government dated 03.03.1998 and 24.09.2008.

Considering the resolutions of the government as aforesaid and particularly the resolution dated 24.09.2008 which prescribes the procedure and makes it incumbent upon the respondents to provide a duplicate service book, the respondents are directed to prepare duplicate service book of the petitioner as laid down in the resolution dated 24.09.2008. Such exercise shall be carried out and duplicate service book be prepared within 12 weeks from the date of receipt of the copy of the order. The petition is disposed of. Direct service is permitted.
