Having heard the learned counsel for the petitioner, we are of the opinion that the writ of mandamus cannot be issued straightaway to an authority. First and foremost principle is that the petitioner should approach the authority and in the event, the respondent-authority does not pass any order, the petitioner can approach the writ court for issuing a writ of mandamus.

In the instant case, the petitioner did not approach the Assistant Registrar and therefore, no mandamus can be issued.

Dismissed with the aforesaid observation.
