The writ applicants before me are all employees of the Chuda Gram Panchayat, District: Surendranagar. Some of those are Junior Clerks, Sanitary Inspectors, Conductor and Sweepers. The issue is as regards non­payment of the salary by the Panchayat in accordance with the 5th and 6th Pay Commission. The Panchayat has, in its own way, tried to explain the financial problems which they are facing. According to the learned counsel appearing for the District Panchayat as well as for the Gram Panchayat, all possible steps are being taken to see that the maximum income is generated by recovery of taxes, etc. I am told that the salary has been paid for the last month, of course, not in accordance with the 5th and 6th Pay Commission. Rule, returnable 10th June 2016. By way of ad­interim relief, it is directed that the petitioners shall be paid the salary for the month of May 2016 to the tune of the same amount which has been paid for the salary of the month of April 2016. Let this matter be notified for final disposal. Further orders shall be passed on the next of hearing. Direct service is permitted.
