    • Non-resident taxable persons.
    • Persons who are expected to decrease tax under section 37.
    • Persons who provide goods and services on part of other recorded taxable persons.
    • Whether as an agent or otherwise.
    • Input service distributor.
    • Persons who satisfy goods and services other than marked services, through electronic.
    • Commerce operator.
    • Every electronic commerce operator.
    • An aggregator who supplies duties under his/her brand name or his business name, and
    • Such other people or classes may be declared by the Central Government or a State Government on the advice of the Council.

    Who are the persons responsible for registering below the GST Law model?

    Any supplier who takes on any business at any place in India and whose aggregate turnover exceeds the threshold limit as shown above in a year is likely to get himself/herself recorded. Furthermore, some of the people named in Schedule III of MGL are responsible to be registered irrespective of this threshold.

    An agriculturist shall not be regarded as a taxable person, and shall not be liable to take registration as per section 9 (1).

    What is aggregate turnover?

    • As per section 2 (6) of the MGL, aggregate turnover comprises the aggregate value of:
    • all taxable and non-taxable supplies;
    • exempt supplies, and
    • exportation of goods and/or services of a person holding the same PAN.
    • The above shall be computed on an all India basis and excludes taxes charged under the CGST Act, SGST Act, and the IGST Act.
    • Aggregate turnover does not hold the value of stocks on which tax is levied on the contrary charge basis and use of inward supplies.
