  • Both food production or processing systems geared to export.
  • All importers, importing products like agricultural materials or chemicals.
  • Various caterers working under the central government or government departments, such as rail and railway, air transport, shipping port, defence, etc.
  • Has storage space of more than 50,000 tons;
  • Milk or milk products units with daily processing or handling capacity of more than 50,000 litres.
  • The capacity to slaughter and sell over 50 big animals, 150 small animals or over 1000 poultry birds a day;
  • All food processing and re-packaging systems except fruit, cereals, and pulses with a volume approaching 2 tons a day.
  • Places like Dhabas, restaurant, cafe, and other food selling establishments scattered through more than one state and with a turnover of 12 lakh or more each year.
  • Wholesalers, with a revenue of at least Rs 30 crores a year.
  • Hotels with a 5-star rating or higher.
  • All FBOs engaged in the development and/or combination of some new system or invention of a food commodity, preservative or its component not yet licensed by FSSAI for health and protection. It also features food ingredients recently introduced in the region.
  • 2. State License: For small to medium-sized manufacturers, storage facilities, transport firms, dealers, distributors, marketers, etc., a Fssai state license is required. This license is given by the Tripura state government. It is valid only within the territories of Tripura.


  • Hotels with 4-star ratings or less.
  • Storages of under 50,000 tons a year.
  • Daily handling or production limits for dairy units ranging from 500-50000 litres, including Milk Chilling.
  • Capacity to butcher more than 2 animals and up to 50 big animals every day. And it can accommodate more than 10 small animals, and up to 150. More than 50 to 1000 birds of poultry are treated every day.
  • FBO likes manufacturers, wholesalers, distributors, food selling outlets or Dhaba restaurants, bars, canteens and restaurants with an annual turnover of Rs.12 to Rs.20 crores.
  • Proprietary food products.
  • Production and distribution of vegetable oil products, including oil pressing systems, by the solvent extraction process and by refining. With an annual turnover of Rs.12 lakhs to Rs.20 crores per annum.
  • All food processing systems, including re-packers, with a daily capacity of not less than 100 kg/litre up to 2 tons.
  • 3. Basic Registration: Food business operators such as small-scale product producers and even small-scale distributors, processing facilities, carriers, retail stores, traders, suppliers, etc. are required to obtain the basic FSSAI registration. The FSSAI registration is issued by the government of the Tripura state.


  • Under FSSAI, the basic registration is provided to all small food businesses operating in a provided state, country, city, or district. Every form of simple credential needs to be applicable to the state the organization is based in. Below are the eligibility requirements for the Simple FSSAI Registration:

  • Vegetable oil units are stored in solvents and refineries like oil pressing devices. Capacity up to 100 kg/litre (except milk and meat) a day.

  • Consequences and Penalties for Non-Compliance

    Each individual authorized or approved under the FSSAI shall comply with the rules and regulations laid down in the 2006 Food Safety and Standards Act. The Food Security Officer performs a general analysis of the food production facility and agrees about the degree of conformity through the checklist. The food protection officer describes it in keeping with the standard of conformity as:

  • Compliance (C)
  • Non-compliance (NC)
  • Partial compliance (CP)
  • Not observed / Not applicable (NA)
  • According to the above, the food safety agent may give notice of improvement, if appropriate in compliance with Article 32 of the FSS Act, 2006. If the business applicant refuses to comply with the notification of improvement, the officer may revoke the license after allowing the licensee to demonstrate reason. Any food business operator adversely affected by a notice of improvement can appeal to the State Commissioner for food protection. Through appealing to the Food Safety Appeals Tribunal / High Court, their ruling will be contested.

    The penalty for different types of non-compliance is as follows;

  • Food quality which does not comply with the Act-The fine amount is Rs.25,000/- for a small manufacturer of 2 lakh turnover.
  • For a state of food under-standard, the fine is Rs.5 lakhs.
  • For foods that are misbranded -The fine amount is Rs.3 lakhs.
  • With an inaccurate representation of the product or deceptive advertising-Rs.10 lakhs is the fine amount.
  • For non-compliance with Food Safety Officer's instructions-The penalty value is Rs.2 lakhs.
  • For unhygienic manufacturing or processing -The fine amount is Rs.1 lakh.
  • For extraneous food items -The fine sum is 1 crore.
  • Penalties:

    There are two types of penalties imparted on the food business by FSSAI.

    Penalty for delayed renewal of the FSSAI License

    If the application document has not been submitted during the stated time, a fine of Rs.100 will be levied every day before the renewal phase for FSSAI licenses is completed.

    Penalty for delayed renewal of the FSSAI Registration

    The food authority will collect licensing fees once again if the renewal of the existing license has not yet been completed within the specified time limit. A difference between the expiry dates and the renewal dates will be perceived. FBOs will be required to request for a new license under FSSAI registration in Tripura to continue with the business venture. Following 30 days from the expiry date of the authorization, all FSSAI applications and the food licenses will be considered valid before renewal confirmation.

    Food Safety and Standards Authority of India (FSSAI) is India's food corporation, formed in August 2011 under the provisions of the 2006 Food Safety and Standards Act.     b. Unspecified food: A food or food item acquired by new technology with an innovative engineering process, where the process may result in significant differences in the structure or composition or size of the food or food ingredients that may alter the nutritional benefit, metabolism, or amount of undesirable substances.

    Where to handle non-specified or novel food compliance?

    The manufacturing process of new ingredients, additives, and processes other than those prescribed in the FSS regulations would make the product novel. No person shall therefore import, manufacture, and market products without prior permission from the Food Authority (FSSAI), as provided for in section 2 of the novel food regulations. Thus, the novel food manufacturer's brand owner will file a manual application with the authority to get a go-ahead.

    What should consumers do if they do have a recalled product?

    The customer should not consume the product and return it to the store owner from where they bought the product, or return it to the representative of the company.

    Can an FBO under one license carry on different activities at the same premises?

    The license is place-specific. Thus, only one license or registration is valid for one single premise with several companies interrelated to each other. Therefore, if operations are carried out in the same premises for the production of meat, milk & fruits & vegetables, there must be a different license as these would be carried out in separate portions and companies are not related. However, one license is applicable in the case of fruit & vegetable processing & godown or store along with it since these are connected activities.
