What is the PICME Number?

Pregnancy and Infant Cohort Monitoring and Evaluation is the abbreviation used for this study design. The government of Tamil Nadu launched it in 2008 as part of the National Health Mission. PICME is an online pregnancy registration system to determine the number of pregnant women in Tamil Nadu and track the needs and issues faced by them in the state. The PICME number (RCH id )is a 12-digit number provided to the pregnant mother to encourage safe and institutional birthing.

Moreover, they also aim to provide Financial assistance and Healthcare aid to both mother and the baby. By using this number, details of pregnant mothers can be easily viewed at any level.

The Two Modes of Registration for PICME

Looking for some help registering for your PICME number? As of 2022, the Government of Tamil Nadu provides both offline and online registration for PICME numbers. In both ways, a unique ID called RCH ID is given to the mother to ease the healthcare during pregnancy.

Expecting mothers can now pre-register online by following the given steps-

    • Visit the official website
    • Go to the Pre-Registration by Public
    • Fill in the necessary details like the Pregnant women’s name, residential address (husband’s)
    • Select your village/city and choose the Health Nurse slot
    • Enter the contact details- mobile number and email id.
    • Click on the button ‘Generate OTP’ and enter the OTP
    • Enter the captcha code and click ‘Submit’.

Benefits of Online Registration

There are numerous benefits to pre-registering online. Some of them are given as follows-

  • Dr Muthulakshmi Reddy Maternity Benefit Scheme- A scheme for financial aid to poor pregnant women below the poverty line in Tamil Nadu
  • EMRIs- Emergency Management and Research Institutes and 108 Ambulance Service (EMRIs) are also given login IDs, to list pregnant mothers and provide pickup services to the hospitals at the time of delivery
  • CRS- The birth and death registration software are also linked with the PICME number making it easier to get the birth certificate of the child.

PICME Registration Offline

However, that is not all. All those who are unable to do the procedure online can also register in the following ways;

E-Seva Centres: The pregnant or lactating mother can approach their nearest e-Seva centre and pre-register their pregnancy without any monetary charges.

Call Centres (102): Another way for the expecting mother is to call a toll-free number and pre-register her pregnancy via phone call.

Government Hospitals: Pregnant mothers can also register their pregnancy to village/urban health nurses at a Primary Health Centre nearby, to obtain their PICME number.

Once registered, an SMS will be forwarded to the registered mobile number. Subsequently, the pre-registered details will be shared with the concerned Village Health Nurse/ Urban Health Nurse. Further, they will contact the mother and once the registration is fully completed, the mother will be given an RCH ID.

Why RCH ID?

  • Those who are registered under PICME are provided with a 12-digit RCH ID, which is used to track all phases of the pregnancy by the Public Health Department
  • This number is equally important for those who are booked under a private hospital for check-ups and delivery. Therefore, even if the registration was not made before the birth of the infant, it should be necessarily done after delivery
  • Department of Health and Family Welfare, Tamil Nadu Government has made it mandatory to get an RCH ID to obtain a birth certificate

As a result, it becomes a must to register for PICME numbers not only to avail of several benefits like EMRIs and other maternal benefit schemes but to also avail birth certificate of the baby.

You can also register to self-generate ‘Reproductive and Child Health ID’. The RCH ID is allotted to married/pregnant women between the ages of 15 to 49 years. During this period, any number of pregnancies can use the same RCH ID after their first delivery.

Documents for PICME Number Verification

The following are the compulsory documents for PICME number verification required to be submitted at the health centre:

  • Aadhar Card of Parents (of both Husband and Wife)
  • Marriage Certificate
  • Passport-size Photographs
  • Bank Passbook
  • A Bank Statement of the last 3 months’ transaction
  • Written Prescription from a Gynaecologist
  • CT Scan and other Medical Reports

Once verified, the nurse will give the green health card to the mother. The same card should be given to the hospital at the time of delivery.

The Final Word

The birth of a newborn is one of the most auspicious celebrations in a parent’s life. To make it even more special and safe, it is necessary to register for the PICME number (rch id ) to easily avail of maternal services at local health centres, hospitals, and government health facilities. Also, such women can contact their nearest Anganwadi centre or the village-level Common Service Center to collect their PICME number.

Mothers registered in this scheme are indirectly connected to the local nurses who ensure the health of both the mother and the child.
