What is a Registration Cum Membership Documents?

Registration Cum Membership documents is a document issued by the government of India to those who have fulfilled the eligibility criteria and applied for it. It is an essential document for those who want to approach jobs in India.

The registration-cum-membership document is a document issued to traders, business people, and industrialists. This documents is an evidence of the registration of a business and also of its membership in the Chamber of commerce. The document has several benefits for the holder, such as more accessible access to government schemes and subsidies, permission to export and import goods, and more.

Who Is Required to Have Registration Cum Membership Documents?

Any individual approaching for:

  • An authorization to import/export restricted items, or any person trying to approach for a benefit or concession under foreign trade policy such as duty drawback, duty credit scrips, etc.
  • The Spices Board’s Certificate of Registration as an Exporter of Spices (CRES) shall be regarded as Registration Cum Membership Documents, and no other Registration Cum Membership Documents shall be using it with other Export Promotion Councils (EPC).

Process For Approaching

The EPC requires the company to submit applications to the Export Promotion Council. You can register under two categories using form ANF 2C to obtain RCMC Registration Online:

  • Merchant exporter
  • Manufacturing exporter.

  • The exporter has to declare his nature of business, and he has to obtain Registration Cum Membership Documents from the Export Promotion Council as per the nature of his business. e.g., If you are dealing in coconut, you will fall under Coconut Development Board

  • Registration Cum Membership Documents may be obtained from Shellac and Forest Products Export Promotion Council in the case of multi-product exporters with their head office or registered office in the north-eastern states excluding for the product looked after by APEDA, Spices Board, and Tea board
  • In the case of exporters of handicrafts and handloom products from the state of Jammu and Kashmir is authorised to issue registration cum membership documents.

Which Export Promotion Council (EPC) Do We Need to Register With?

In India, there are 26 export promotion councils and nine commodity boards. The Registration Cum Membership Documents is issued by the Export Promotion Councils (EPC) and the Commodities Board in India. The Central Government has given these institutions the authority to issue Registration Cum Membership Documents to a specific exporter.

India’s Export Promotion Councils and Commodity Boards are divided into classes based on the product lines they promote. Furthermore, if the exporter’s product line does not fall into the class, he may approach for Registration Cum Membership Documents from FIEO.

Compliances Under Registration Cum Membership Documents

  • Every exporter is required to submit a quarterly return and details of his or her exports of various commodities to the registering authority
  • If an exporter is registered with FIEO, he must also submit quarterly reports in the format specified by FIEO.

Documents Required

The following documents are essential to get a Registration Cum Membership document:

  • The Registration Cum Membership Documents application form should be duly completed and signed
  • The respective regional licence authority should issue a self-certified copy of the IEC number
  • A pan number copy of authority should be provided as a self-certified copy
  • The services Export Promotion Council membership fee is paid in DD in New Delhi or by cheque payable at branches by remitting the membership fee
  • Certified copy of the firm’s memorandum of association for corporate/private limited/institutional/limited company
  • Copy of the trust deed that has been self-certified for trusts/ institutions/corporations
  • A certified copy of the documents issued by the Registrar of Companies regarding the company’s registered office change
  • The last three years of services export data for foreign exchange earnings must be certified by the company’s Chartered Accountant
  • If the name of the signature authority isn’t mentioned in the company’s/firm’s/IEC/MOA/partnership trust’s deed/trust deed, a self-certified copy of the board resolution or power of attorney issued in favour of the signing authority is required
  • Copy of GST registration documents that has been self-certified.

Guidelines for Registration

  • The exporter should understand the source and nature of his business while approaching for Registration Cum Membership Documents. Each application gets accepted based on its industry. For example, you own a coconut business, so you are subjected to the Coconut Development Board.
  • In any case, a person doesn’t correlate with any of the listed export promotion councils. In such cases, he or she may approach to the Federation of Indian Exporters Organisation directly.
  • The exporters of multi-products who are not yet registered or not yet sure about their business streams can acquire Registration Cum Membership Documents from FIEO.
  • Exporters for multi-products who have their office registered in North-Eastern states can obtain Registration Cum Membership Documents from the Shellac and the Forest Product Export Promotion Council unless it is for products regulated by APEDA, the Spices Board, or the Tea Board.
  • Registration Cum Membership Documents can be issued to exporters of handlooms and handicrafts products from the state of Jammu and Kashmir.

RCMC Registration Under Export Promotion Council

Validity of Registration Cum Membership Documents

The Registration Cum Membership Documents are valid from 01 April of the licensing year in which it is issued and is valid for five years, ending on 31 March of the licencing year.
