India’s agricultural exports currently account for 13% of the country’s total exports and 6% of the country’s total industrial investment. The Agricultural and Processed Food Products Export Development Authority (APEDA) was established under the Agricultural and Processed Food Products Export Development Authority Act. The main aim of APEDA is to promote the export of agricultural and processed food products. Under the Ministry of Commerce and Industry of the Government of India, the authority falls under its purview.

APEDA is responsible for monitoring the following products listed below:

  • Vegetables, fruits, and their products
  • Dairy Products
  • Beverages, both alcoholic and non-alcoholic
  • Products containing meat
  • Bakery products, confectionery, and biscuits
  • Jaggery, honey, and sugar products
  • Products containing cereals or cereal ingredients
  • Products and services related to floriculture
  • Poultry and Poultry Products
  • Chutneys, pickles, papads, and many more

The purpose of the APEDA subsidy is to assess and improve the quality of agri-produce, register exporters, provide APEDA subsidies to exporters, and assist in boosting the export of agricultural and processed food products.

Within one month of undertaking any export of products to any country covered by the APEDA Act 1985, those individuals who are interested in exporting such products may apply for a Registration and Membership Certificate (RCMC) from the authority.

With the objective of simplifying procedures and facilitating the flow of business, the RCMC is now issued online through the use of digital signature with effect from 1 August 2015.

Online registration steps:

  • You can register as a member on the APEDA website by clicking the ‘Register as a member’ button on the home page, under the ‘Track System’ section
  • You will be asked for your IE code, your company name, your email address, and your mobile number in a pop-up window. Click the ‘Submit’ button after entering the information
  • Your registered email address and mobile number will receive an OTP for details confirmation. Click on the submit button after entering the OTP
  • As soon as the exporter has filled out the OTP, they must complete the online application form and upload the appropriate documents only in JPEG or PDF format
  • Once the exporter has filled out the sections, he or she can save the information by clicking ‘Save.’ Before making the payment, the application form can be edited
  • Upon registration, the exporter must pay ₹5500 18% GST ₹900 = ₹5900 via Debit and Credit card, Demand Draft payable to ‘APEDA’ at respective cities of APEDA offices. If the registration is refused, the registering authority will refund all government fees that have been paid
  • Following payment, an application number will be generated for use in the future
  • After the RCMC has been issued, the exporter will receive login details by email
  • APEDA’s official website allows exporters to log in using the details provided and track the status of their applications by clicking on the ‘Track Application’ button
  • As soon as the APEDA subsidy authority has approved the RCMC, the exporter should take a printout of the certification by using their APEDA Login under the heading of ‘View RCMC Certification’ under the RCMC menu

Documents Required for Application to APEDA subsidy

Following is the list of documents required for the application. For the application for the RCMC, no documents need to be submitted in hard copy.

  • An IE Code issued by the DGFT, self-certified by the applicant
  • Certificates from banks stating the name of the company, its ownership, the nature of its business, banking information, and the bank’s experience in dealing with the company, duly signed and stamped by the branch manager
  • A copy of the application form along with the applicant’s digital signature
  • While submitting the application form, the authorities may require a copy of a bank statement and a scanned copy of a cancelled cheque
  • A self-attested certificate must accompany the application form if any exporter wishes to register as a ‘Manufacturer-Exporter.’

Can the APEDA Registration be Cancelled?

Yes, the APEDA registration may be cancelled by the authority upon:

  • Breach and violation of rules by the registering authority
  • Giving false information
  • Failure to export the scheduled product for twelve consecutive months
  • Failure to comply with the conditions outlined in the registration certificate

For getting an APEDA subsidy, the exporter needs to first complete the registration process APEDA by following the steps mentioned above. Then the exporter needs to wait until the authority has approved the RCMC.
