How to Use the New GST Return Offline Tool By Renoy George - November 12, 2019 Last Updated at: Jan 13, 2021 0 2604 To simplify the filing of GST returns for medium and small traders the Goods and Services Tax Network (GSTN) has launched a pilot project, which has introduced the trial version of the New Returns Offline Tool of Form GST ANX-1 and Form GST ANX-2 . The government has unveiled a transition plan for taxpayers under the goods and services tax to switch to new simpler return forms. In order to ease the transition process, between July-September the new form would be available on trial basis for familiarisation. What is the New GST Return Offline Tool? The newly released GST return offline tool allows taxpayers to prepare their GST return filings without an internet connection, at their own pace. The new tool has inbuilt options for accurate data entry and business validations to minimize errors. The forms GST RET-1 (Normal) or GST RET-2 (Sahaj) or FORM GST RET-3 (Sugam); is filed. Along with them, two annexures – GST ANX-1 for the Annexure of Supplies, and GST ANX-2 for the Annexure of Inward Supplies on a monthly or quarterly basis, using the New GST Return Offline Tool. The New GST Return Offline Tool Trial The system was launched as per the collective decision of the GST Council at its 37th meeting held on 20’th September 2019, in Goa. As per the decision, the system will be implemented from April 2020, and the GST return offline system was made available for taxpayers from October 2019 until March 2020. How to download the New GST Return Offline Tool Trial You can now download and install the GST Return Tool by visiting the following link, https://www.gst.gov.in/download/new_returns, and clicking on the Download option. Additionally, this page comprises guidelines on how to use the offline tool, under the ‘Help’ section. The New GST Return Offline Tool features The tax period starts from July 2019 and onwards, in the offline tool. Form GST ANX-1 is used for entering inward and outward supplies data that are liable for taxation on Reverse Charge Mechanism (RCM), including supply and purchase of goods from Special Economic Zones (SEZ) or by importing data in the form of an excel file, using the template available along with the Tool. Form GST ANX-2 executes that auto-drafted version to prepare the inward supplies information. The Matching Tool is downloaded from the online GST portal, along with the Purchase Register to match the data in the GST ANX-2 Form. HSN, if applicable, will appear in the offline return tool and the excel template of FORM GST ANX- 1, at 4, 6 or 8 digit levels. The JSON file generated from GSTR-1 cannot be imported into the new GST Return Offline Tool v0.3, and GSTR-2A, for the purpose of matching. File Your GST How to use the New GST Return Offline Tool Follow the instructions mentioned in the above paragraph (‘How To Download The New GST Return Offline Tool Trial’) to download and install the offline tool. Open the tool on your computer/laptop, and enter your GSTIN and other details to create your profile. Additionally, this tool can be used to create multiple profiles for various taxpayers, as well as add, modify, and maintain their respective data. You can start by importing outward (and a select few inward supplies data) in the form of an excel sheet. You can also directly enter the respective data in the ‘GST ANX-1’ form, as per the template on the GST Offline Tool. Enter the data and use your USER ID and PASSWORD to sign in to the GST portal. Scroll down to the ‘Return under Services’ section and select the tab for ‘File Returns (Beta)’. There, on the dashboard, you can select the option to ‘Upload/Download of JSON file’ based on the time period, created as per the supply data entered into the system. Upon successful completion of this step, the supply data will then appear in the GST ANX-2 form, in accordance with the recipient taxpayers, respectively. Select the option to ‘Upload/Download JSON file’ Kindly instruct your suppliers to participate in the trial to upload your supply data. Only then will you be able to download the GST ANX-2 form (with your supply data) from GST return System. On your dashboard, you will then see the relevant tabs to create GST ANX-2 data. Click on these tabs, and give the system time to generate the data in real-time. Use the online GST portal to download the GST ANX-2 form, in order to accept, reject or to keep its status as pending, by running the matching tool. You also have the option to accept/reject the form, without executing the ‘Matching Tool’, if there are only a few numbers of invoices, debit or credit notes, or other documents as well. If there are many, please import your purchase register using the Offline Tool, and then use the Matching Tool to confirm. The Matching Tool will then display the documents that are an exact match, partial or probable match. Accordingly, you can then choose to ‘Accept’ those that match, ‘Reject’ those that don’t. Choose the ones that are to remain ‘Pending’ by clicking on the respective tabs against each row. If the documents are a partial or a no-match, the data from the purchase register and the GST ANX-2 form is displayed. They are presented in two separate consecutive rows, highlighting the components that are not a match in red. Create a JSON file to be uploaded onto the GST Portal. The GST Return offline tool will then enable you to discover scenarios where it can’t be used using real-time data. Will the use of the New GST Return Offline Tool Create Any Liability on The GST Portal? Not at all! This is a trial system for taxpayers to familiarize themselves with the new GST Return system. Documents uploaded into the online GST portal will only be visible to taxpayers and suppliers associated with the data. The GSTR-1/GSTR-3B forms will be used to pay the GST liability. What happens to the data uploaded on the GST portal? After the trial period is over, all data will be erased. A new returns system is then implemented on the GST Portal.
