What is Chandranna Pelli Kanuka scheme?

 Chandranna Pelli Kanuka scheme funds brides belonging to Scheduled Caste, Scheduled Tribes and Backward Communities for expenses incurred on marriage. Who is eligible for benefits under the Chandranna Pelli Kanuka scheme?

To avail financial assistance for marriage under the Chandranna Pelli Kanuka scheme, the following requisites must be met – 

For cases where the bride and the bridegroom are both in the state of Andhra Pradesh – 

  • Both the bride and bridegroom must be enrolled in the Praja Sadhikara Survey, which is a centralized database of households in Andhra Pradesh capturing a variety of socio-economic data with the online validation process. 
  • Additionally, both the bride and bridegroom must be residents of the state of Andhra Pradesh. 
  • Both the bride and bridegroom must have an Aadhaar card. 
  • The bride must have a white ration card – which is a below poverty line ration card issued to families with total income less than ₹75,000 in urban areas and less than ₹60,000 in rural areas. 
  • The bride must be 18 years of age and the bridegroom must be 21 years of age, calculated on the date of marriage. 
  • Only those who are married for the first time are eligible to apply for the scheme. However, the bride can still apply for the scheme if she is a widow. 
  • Marriage should only take place in the state of Andhra Pradesh.

Where the bride belongs to Andhra Pradesh but the groom belongs to one of the following states – Telangana, Tamil Nadu, Karnataka, Chattisgarh, and Orissa.

All the requirements as stated above remain the same such as enrolment of the bride in the Praja Sadhikara Survey. Only the bride, in this case, is required to be a resident of the state of Andhra Pradesh. The bride must also have a white ration card. The age and Aadhar card requirements remain the same. However, it is essential that despite the groom being from a different state – the marriage must be registered in Andhra Pradesh only. 

Scheme Guidelines

  • Under this scheme – the amount of financial assistance available and is division of two parts. Before the wedding, an amount to the tune of 20% of the incentive will be deposited in the bank account of the bride. However, this will only be done after field verification by officers. The remaining amount is released on submitting proof of marriage – evidenced by marriage photographs, registration of marriage, etc. 
  • The scheme is aimed at easing financial pressure on the families of brides from poor, impoverished and backward backgrounds. 
  • Another social objective of the scheme is to empower women by providing conclusive and compulsory registered marriage certificates that entail a set of rights on women.

Under the scheme for Backward Castes which is under the Department of Backward Class Welfare – for marriages where both the bride and the bridegroom belong to the category of backward castes – assistance of ₹35,000 will provide. In the case of an intercaste marriage, an incentive of ₹50,000 is provided. 

For marriages of differently-abled

Under the YSR Pelli Kanuka scheme for differently-abled, the assistance of ₹1 lac is provided by the government. 

What are the documents required to avail of the benefits of this scheme?

  1. Caste or community certificates

    The bridge would have to establish nativity, community as well. As the date of birth (commonly known as an integrated certificate) issued by Mee Seva Kendras of Andhra Pradesh, with the mention of caste/community.

  2. Proof of age

    Other than the certificates issued by the Mee Seva Kendras, SSC Certificate (for those who have passed class X in SSC Board) would be valid.

  3. Income proof

    This will require only for the bride and can have evidence by the white ration card / Mee Seva income certificate.

  4. Residence

Since the scheme is only available for brides who are residents of Andhra Pradesh. Enrolment documents under the Praja Sadhikara Survey would be valid. 

5. For disability benefits under the scheme

The scheme would be available to those with over 40% permanent disability for which, the SADAREM Certificate for permanent disability would be required. 

How to enroll in the Chandranna Pelli Kanuka Scheme

  • Early enrolment has high recommendations. In this scheme, the operational guidelines indicate that the scheme is based on “First Come First Serve”. Thus, while the application queue is based on the date of marriage. However, in case of multiple marriages on the same date – those who apply early will disburse the amount first. 
  • An institution called Kalyan Mitra is there to help brides avail financial assistance promised under the scheme. 
  • The Andhra Pradesh Government has launched the YSR Pelli Kanuka App that is available for download on Android phones. The web version of this application can be accessed on the official website 
  • The bride or the groom needs to select the appropriate option on the website. Additionally, they should register for the digital application, at least 5 days in advance of the date of marriage. 
  • After the Aadhar details, an OTP will be sent through which a reference number will have its generation. 
  • Keep this reference number handy, for it will be useful in the process of registration verification. 
  • Offline process – The registration can also be from Registration-Cum-Help Desks. It is at the Mandal Mahila Samakhya / Velugu Office for Rural Area citizens or the MEPMA Municipality for Urban Area citizens. 
  • A wedding card, pictures of the bride and groom from the wedding ceremony. Additionally, official verification by officers will also be in require. 
  • An amount of 20% of the total amount under Chandranna Pelli Kanuka Scheme. Its calculation is on the category of the bride, will be available be for pre-marriage expenses. 
  • The remaining 80% amount will be available only after the marriage registration.
